Implement National Grid development upgrades into design (see National Grid Work Req #31135838 dated 5/20/2025 including two new transformers.
Review electrical load report at the development and perform a site visit and integrate into the overall design plan.
Update 2023 estimated cost and sizing for house and unit load centers to support electric ranges.
Any other related work to provide a clear path and scope for the electrification of this development pursuant to the DPU requirements.
Provide potential code or other requirements by National Grid or the City of Lowell (City as the Authority Having Jurisdiction - AHJ) and approximate cost or cost range.
Specify and coordinate the transfer of utility services from old to new utility poles, including estimating, demolition and disposal of nine (9) decommissioned utility poles for National Grid and Verizon per the included Easement document ,National Grid Document #18380.
Assist LHA with DEP and Lowell Conservation Commission regulatory requirements, as some of the poles appear to be within the 100 ft wetlands buffer of the Concord River-Wamesit Canal and if so, in Wetlands-Rivers Act jurisdiction and a Conservation Commission Request for Determination of Applicability RDA will be filed by the LHA. LHA may opt to leave decommissioned poles in-place.
Coordinate meetings and prepare related documentation for the City, National Grid, or DPU as required so that the Authority may comply with federal and state regulations.
Provide work proposal, metrics-performance schedule and total cost for reviewing and updating as needed the study and load requirements performed by Norian Siani Engineering, Inc., any required planning, schematic design, bid and contract documents, construction administration and post-project warranty review. Also provide an hourly rate schedule for additional unit pricing for all staff identified for this project if needed.
The Designer shall prepare cost estimates to be included with each phase submission or at more frequent intervals as required in the Work Order. The format shall be as approved by the LHA. The LHA establishes the Construction Budget for each assignment. The Designer shall undertake every effort to produce a design accommodating the scope of work outlined in the Work Order that can be constructed within the Construction Budget established for the assignment. In the event the cost as estimated by the Designer exceeds the Construction Budget, the LHA may require the Designer to revise the design to keep the cost estimate for the assignment within the Construction Budget. The Designer shall not be entitled to extra compensation for making such revisions. The Designer must receive written approval of the LHA before the Construction Budget shall be considered revised.
