Description:

The Commissioners of Cambridge invite qualified contractors to bid on the restoration of windows at the City Council Chambers building. The work will consist of repairing rotten wood; replacement of any broken glass panes; removing and applying glazing; sanding, priming and painting the window frames and sashes.

PROJECT LOCATION:
Cambridge City Council Chambers 305 Gay Street, Cambridge, MD 21613

The building is actively used for City Council meetings and meetings of other boards and commissions appointed by the City Council. Most meetings occur in the evenings (4 PM or later), with the building being mostly vacant during core daytime hours.

The Commissioners’ intent is to have the windows restored from an appearance perspective, but not necessarily from a function perspective. Most are currently painted shut and, therefore, not operational. This state is acceptable.

This RFP focuses specifically on the restoration of the ten (10) windows present in the building. Nine (9) of the ten (10) are double hung sashes with a 15-over-15 glass pattern and topped by a sunburst window consisting of 13 panes. The tenth (10th) window is a double hung window with frosted glass and a 6-over-6 glass pattern. All of the windows are wooden and are believed to be original to the building’s construction in 1939.

Items not in scope:
• The leaded glass transom window above the front entrance
• Repairing broken sash cords
• Ensuring the windows are operational

QUALIFICATIONS
• The Contractor must hold a current license from the State of Maryland at the time of execution of this document, applicable to the nature of the work.
• The Contractor and any subcontractors must demonstrate experience in working with these materials. Please use the attached qualifications form.
• Please provide qualifications and references for contractors and any subcontractors on the attached form.
• The Contractor must be insured and, if awarded, provide a Certificate of Additional Insured naming the Commissioners of Cambridge.
• The preference is for a single proposal to cover all areas of scope; however, proposals focused on a subset of the scope will be considered.
Miscellaneous:
A complete proposal submission consists of the following:
1. A completed and signed “Financial Proposal” (form 1). Please provide this
completed form, in a separate sealed envelope within the envelope containing the
other proposal documents.
2. A completed “RFP Narrative” (form 2).
3. A completed “Consultant / Subconsultant Qualifications Statement” (form 3) with no more than ten pages of project-related supporting materials attached.
4. Completed “Conflict of Interest Affidavit and Disclosure” (form 4).
5. A sample copy of liability insurance certificate naming the Commissioners of
Cambridge as an additional insured, (preferred with proposal submission but MUST be submitted prior to signing a contract).
6. A sample of your standard contract and warranties.
7. Copy of professional licenses and certifications.
8. Offeror’s estimate of start date and time frame for project (this may be included in a cover letter).
9. If offeror intends to engage any subcontracts for a portion of the work, they shall take affirmative steps to assure that small, minority and women’s businesses are used when possible as sources of supplies, equipment, construction, and services. Identify specific MBEs who would participate in the project as principals or subcontractors.

Cambridge Requests Proposals for Council Chambers Window Restoration
The City of Cambridge is seeking a qualified contractor to restore ten windows
in the Council Chambers building located at 305 Gay Street, Cambridge, MD.
A Request for Proposal (RFP) is available on the City’s website at
https://www.choosecambridge.com and provides a complete description of the
project scope and required qualifications.
There will be a pre-proposal conference at 2 pm on Thursday, Nov. 20, 2025, at
305 Gay Street, Cambridge, MD. At this conference any questions from
potential bidders will be addressed and a tour of the site will be given.
All proposals must be delivered no later than 3 pm on Thursday, Dec. 11,
2025, to the Department of Public Works Office, 1025 Washington Street,
Cambridge, MD.
This will be the first of a series of projects the city will undertake with
assistance from qualified contractors regarding its properties on Gay Street. We
expect to release two additional RFPs for work at the City Hall Building at 307
Gay Street by December 2025.
