Description:

The Office of General Services, Design and Construction (OGS D&C) is seeking proposals to enter into a contract to provide construction management services as outlined in the scope of services. OGS D&C intends to award one (1) contract with an initial value approximately $20,000,000.00 for the duration of three (3) years with two (2) one-year optional renewals. The State will utilize a “Best Value” selection process to ensure optimum quality, cost, and efficiency among responsive and responsible firms. For purposes of this Request for Proposals (RFP), the term “Owner” refers to OGS D&C.

The Construction Manager (CM) shall act as an adviser to OGS D&C during the Design Phase of various projects, and as the partner of OGS D&C in a collaborative relationship with OGS D&C staff during the Design and Construction Phases to review the documents, organize and direct the timely completion of various projects and assure compliance with the contract documents.

The Construction Manager (CM) will assist OGS in the overall management of the Harriman State Office Building Campus Portfolio. This portfolio includes approximately $400 million in construction value addressing twenty to twenty-five projects that will add, upgrade and replace buildings and infrastructure at the Harriman State Office Building Campus. Work will include but is not limited to architectural and structural replacements, renovations, and repairs to building facades, roofs, office spaces, restrooms, stairways, parking lots, roadways, storm-water collection systems, new building and parking lot construction as well as upgrades and modifications to fire alarm systems, elevators, and existing mechanical and electrical equipment/services to increase energy efficiency. Services will include, but not be limited to, constructability review, field check, value engineering, bid package review, scheduling (both during design and construction phase) and construction management services.

A Project Labor Agreement (PLA) may be contemplated for selected projects. If determined prudent and economically viable, the selected CM will be a signatory agent of the PLA. Failure to agree to be a signatory to the PLA will result in a non-responsive proposal.
