Description:

Requests for Qualifications (RFQ)

The New York State Department of Environmental Conservation is requesting Statements of Qualifications for Professional Consulting Services from firms to serve as the prime consultant and enter into a contract to provide professional engineering services and other services associated with the NYS Inactive Landfill Initiative Project.

The scope of services for this contract includes project management and continuing investigation of an estimated number of screened and ranked sites per year on an ongoing basis during the three (3) year Contract term from the remaining 1,400+ ranked sites and regular reporting of completed services. The scope of services may also include initial screening, GIS mapping and ranking of newly identified sites, during the three year Contract term. Based on the number of sites advanced from previous years, the number of sites anticipated to be advanced under this Contract is approximately 150 sites per year for a total of 450 sites over the three-year Contract Term.

Pursuant to the State Finance Law Sections 139-j and 139-k, this RFQ includes and imposes certain restrictions on communications between a Governmental Entity and a Proposer during the procurement process. Proposers shall adhere to the NYS DEPARTMENT OF ENVIRONMENTAL CONSERVATION GUIDELINES REGARDING PERMISSIBLE CONTACTS DURING A PROCUREMENT AND THE PROHIBITION OF INAPPROPRIATE LOBBYING INFLUENCE.
