TREE MAINTENANCE AND REMOVAL SERVICES
CITY OF FENTON
The City of Fenton, Michigan will receive sealed bids at the City Clerk’s Office, 301 South Leroy
Street, Fenton, Michigan 48430-2196 for tree trimming and removal services for the City of Fenton
until Thursday, Februrary 26, 2026 at 11:00 a.m.
Bids will be publicly opened and read at that time in the conference room of the Fenton City Office,
301 South Leroy Street, Fenton, Michigan. Bid submissions shall be received by the City Clerk’s
Office in sealed envelopes plainly marked “TREE MAINTENANCE AND REMOVAL
SERVICES – CITY OF FENTON.”
Bids are being solicited only from responsible, established and qualified bidders who agree to
perform the work requested under the terms set forth in this Request for Bids (“RFB”). Satisfactory
evidence that the bidder has the necessary experience, capital, equipment and personnel to do the
work may also be required. A bidder’s current knowledge of the City is not necessary, but will be
considered valuable in determining qualifications.
Proposal forms and specifications are on file for the inspection of qualified bidders at the Fenton
City Offices, 301 South Leroy Street and copies may be obtained by qualified bidders. Sealed bid
proposal must be submitted on the bid form furnished by the City in the bid specifications. (Page
11 thru 13 of this document)
The City Council reserves the right to accept or reject any and/or all bids, to waive any
irregularities and/or errors in the bids, negotiate with any bidder, or to select the bid(s), or portions
thereof, most advantageous to the City.

PART 1
GENERAL INFORMATION FOR THE BIDDER.
I-1 QUALIFICATION REQUIREMENTS
Bids are solicited only from responsible, established and qualified Bidders who agree to perform
the work requested under the terms set forth in this Request for Bids (“RFB”). Satisfactory
evidence that the Bidder has the necessary capital, equipment and personnel to do the work may
also be required.
I-2 BID FORM
Sealed bids must be submitted on the bid forms furnished by the City (page 11 thru 13 of this
document). All bids must be filled out in ink or typewritten and shall be legally signed with the
complete address of the Bidder given thereon. One (1) copy of the bid submission shall be
submitted. Bidders not responding to all of the information requested in this RFB may have their
bids rejected.
I-3 RESPONSE DATE
To be considered, sealed bids must be received at the City Clerk’s Office, 301 South Leroy Street,
Fenton, MI 48430, on or before the time specified in the cover letter. The City Clerk’s Office is
open Monday thru Friday, excluding holidays, between 9:00 a.m. and 5:00 p.m. Contractors
mailing bids should allow adequate delivery time to assure timely receipt of their bids. Sealed
envelopes containing bids must be clearly marked on the outside with the contractor’s name and
“TREE MAINTENANCE AND REMOVAL SERVICES – CITY OF FENTON.”
All information submitted in the bid, including but not limited to bid prices, equipment, etc., must
remain valid and available for acceptance by the City for at least ninety (90) days past the
submission deadline.
I-4 OPENING OF BIDS
All bids received will be publicly opened by a member or members of the City Clerk’s office and
read at the time and place specified in the cover letter. A member or members of the City Council
as designated by the Mayor shall be present at the opening of the bids. All Bidders are invited to
be present.
I-5 REJECTION OF BIDS
The City Council reserves the right to accept or reject any and/or all bids, to waive any
irregularities and/or errors in the bids, negotiate with any Bidder, or to select the bid(s), or portions
thereof, most advantageous to the City.
I-6 EXPLANATIONS AND ALTERNATE BIDS
Explanations desired by a prospective Bidder shall be requested of the City in writing, and if
explanations are necessary, a reply shall be made in the form of an addendum, a copy of which
will be forwarded to each Bidder. Every request for such explanation shall be in writing and
addressed to: Lynn Markland, City Manager, City of Fenton, 301 S. Leroy St, Fenton, MI 48430.

No inquiry or request received within three (3) working days of the submission deadline for
Bidders will be given consideration.
Bidders may provide alternate means of providing the services called for in this RFB at their
discretion. This in no way relieves the Bidder from providing the responses called for in this RFB.
The City is under no obligation to consider any such alternates that may be provided.
I-7 CONTRACT EXECUTION
The Bidder to whom the Contract is awarded shall, within ten (10) calendar days after the notice
of award, enter into a written contract with the City. Failure to execute a contract will be
considered abandonment of the award and the City shall have no further obligation to that Bidder.
I-8 INCURRING COSTS
The City is not liable for any costs incurred by contractors prior to the issuance of a contract.
I-9 MATERIAL SUBMITTED
All materials submitted as part of a bid will become the property of the City. The City reserves the
right to use any or all ideas presented.
I-10 LENGTH OF CONTRACT
Bids shall address, to the greatest extent possible, all possible service delivery impacts throughout
the term of the contract. The City seeks to have tree trimming and removal services begin upon
reward of an initial contract, approximately March 2026, for a one-year period from the execution
of the Contract which may be renewed for future years, up to two additional years, at the discretion
of the City. The contract with the City shall be subject to annual appropriation by the City Council
and approval from the City Manager or the Public Works Director. In the absence of an
appropriation or approval, this RFB shall be void and of no effect.

Tree Trimming and Removal Services
II-1 DEFINITIONS
“Bids” – means an announcement of terms indicating what items are needed to complete a project.
“Bidders” – means any person(s) or company that attempts to meet the terms of the Bid.
“City” – means the City of Fenton.
“Contract” – means the contract between the City and the successful Bidder(s) titled “Independent
Contractor Agreement for Tree Maintenance and Removal Services”
“Successful Bidders” – shall be defined as the bidder who is chosen by the City Council to enter
into a Contract with the City.
“DPW”- The City of Fenton Department of Public Works and/or its assigned designee.
“Aerial Truck”- Shall mean a truck equipped with a minimum aerial platform height
capacity of 60 feet.
“Chipper Truck or Chipper Body”- Shall mean a truck equipped with a body that is capable
of collecting chipped material of a minimum capacity of 15 cubic yards collective capacity.
The Chipper Body and Aerial Truck can be a combined single-unit vehicle.
“Chipper”- shall be a unit that has the necessary size and capacity to chip at least a 12-inch
diameter body of tree.
“Crane Service”- shall be a unit that has the capability to lift at minimum 23 tons with a
minimum working height of 100 feet.
“DBH”- shall mean a unit of measurement of tree diameter at breast height which is the
average diameter of the tree trunk taken at a point 4 ½ feet above the ground, measured to
the nearest full inch. Trees having major limbs lower than 4 ½ feet from the ground shall
be measured at the smallest diameter below such limbs.
II-2 PROJECT NARRATIVE
The City of Fenton Department of Public Services is seeking a qualified tree maintenance
company to provide tree maintenance, removal, trimming and stump grinding services for trees
located in the public right-of-way, located on city property or at city parks. This may include
any scale of maintenance required at a specific location. Work shall be coordinated through the
Public Works Department for scheduling purposes. The contractor may be called upon to
perform emergency tree work where timely response is required

II-3 MINIMUM QUALIFICATIONS
a. Contractor must have a minimum of three years’ experience providing tree
maintenance and removal services comparable in size and scope to this contract and
must have the ability, capacity, skill, and financial resources to perform the work
and services promptly within the time specified, without delay and interference.
b. The Contractor must have adequate equipment that they own and/or lease to be
used to perform services. The Contractor must have sufficient quantity and quality
of equipment to complete and fulfill the contract obligations.
c. Provide proof of current licensing including annual aerial lift inspection and
dielectric testing.
d. Have at least one complete crew of: Three (3) staff members, one of which is
qualified and certified for aerial work.
e. Have a certified arborist on staff
II-4 SCOPE OF SERVICES
The Contractor must furnish all necessary labor, supervision, material, equipment, signage,
and supplies to trim, elevate, remove and dispose of standing or fallen trees as directed by
the City. All personnel must be experienced in tree work using modern tools, methods,
and safety practices to adequately safeguard all persons and property from injury or
damages.
a. Personnel: Contractor must have an on-site supervisor or foreman with the ability
to respond, make decisions and stay in communication with DPW personnel as the
need arises. Persons assigned to work in the City shall have all applicable licenses
and meet Federal, State and County MIOSHA standards. The Contractors
employees shall properly be identified i.e.: company uniform, shirt, hat, ID, etc. as
to present a professional appearance.
b. Tree Services (removal, maintenance, trimming, stump grinding)- The Contractor
shall establish a safe work zone by use of traffic control devices such as barricade,
cones, and signs to adequately protect an appropriate safe area to perform tree
services.
c. Finished cuts of trees removed shall be flush to the ground contour immediately
adjacent to the stump as can be obtained with the use of a power chainsaw.
d. Contractor shall remove and dispose of all wood and related debris.
e. Contractor may stockpile or leave any tree parts in the work area if permission is
granted by the property owner and the DPW.
f. Contractor will be required to remove all tree parts and debris in the work area by
the end of the workday unless otherwise approved by the DPW. The site shall be
left in a raked, “broom-cleaned” manner upon completion of the tree services
provided.
g. Removal/Method of measurement: The tree will be sized and priced for removal
based on DBH defined in section II-1 definitions. The Contractor will remove from
the site all tree parts. Disposal of all material is included in the removal pricing.
