The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The contractor will perform strategic planning and policy implementation at the directorate/organization level and other high priority strategic planning projects assigned to the director by higher headquarters. This includes but is not limited to creating new organizational concepts assessing unit impacts in technical financial and morale dimensions as well as integration impacts to the enterprise. The contractor will support the development of directorate and mission level acquisition strategies, plans and concepts to support customers strategic and tactical objectives to include helping customers pass milestone reviews. The contractor will create new visions and messaging for the organization and cross cutting concepts for improving portfolio management. The government will seek vendors capable of performing the earned value management, schedule analysis, cost analysis, financial management, and engine room responsibilities as outlined in the following sections of the Performance Work Statement (PWS):
Section 1.1, 1.3, 1.5.1, 1.5.2, 2.0, 3.1 (all Subsections), 3.2 (all Subsections), 3.2.6, and 3.2.6.1 (Engine Room), 3.5.3.1, Section 4 (all Subsections), 4.2.7, Section 5, Sections 6, 7, and 8 (all Subsections), and Appendix 1.
Additional considerations
Location of Work: The work to be performed under this PWS will be primarily at SSC, Los Angeles AFB, CA, Peterson AFB, Schriever AFB, CO, Kirtland AFB, NM, Golden Dome for America, in Huntsville, AL (Redstone Arsenal & Research Park Area) pending final determination. and the Aerospace Facility in Los Angeles, CA. Telework locations are authorized on a case-by-case basis. The COR must approve any telework arraignments. Temporary assignment may involve travel to CONUS locations as required. Location different from what is captured in this PWS paragraph can be approved by the COR. SZ - The work to be performed under this PWS will be primarily at SSC at Los Angeles AFB, CA, and Peterson Air Force Base, Schriever AFB, CO, and where the new program office stands up to support Golden Dome for America in Huntsville, AL pending final determination. Temporary assignment may involve travel to CONUS locations as required. Due to the classification nature of our work, telework is not authorized.
