Global Advisory Synopsis
The U.S. Department of State, Bureau of Administration, Global Acquisition, Office of Technology Support Services / Regional Support Division is tentatively planning to release/post a Request for Proposal (RFP) for the Global Advisory IDIQ in the next 15 to 60 days. Once posted, the RFP will provide offerors a minimum of 60 days to respond. The RFP Number will be 19AQMM25R0019. During the RFP posting, the Government anticipates a Question and Answer (Q&A) phase.
The Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) and Office of Security Assistance (PM/SA) require an ordering mechanism to procure professional services in support of regional and international organizations located Outside the Continental United States (OCONUS), to enhance their capacity to prevent, manage and resolve their own conflicts and support policies designed to bolster peace, security and regional stability.
Services under the Global Advisory IDIQ will support countries around the world with a focus on sub-Saharan Africa and regional organizations with the ability to scale globally. Global Advisory will assist partner nations to better sustain operations beyond U.S. support while reducing humanitarian and degrading terrorist issues that lessens the threat to the United States and stabilize a country/region.
Under this IDIQ, the Contractor shall provide qualified Subject-Matter Experts (SMEs), able to advise and mentor Host Nation officials and personnel on one or more core areas, including but not limited to those in the table below.
Core Areas for Advisory/Training/Facilitation Services
The IDIQ contracts for Global Advisory will have a 5-year Period of Performance (PoP). The estimated total 5-year lifecycle cost (across the whole program and all IDIQs) is $250 Million.
The Global Advisory IDIQ will consist of up to five Service-Disabled Veteran-Owned Small Business (SDVOSB)/ Women-Owned Small Business (WOSB) awards and up to three Full and Open awards. All contemplated task orders will be reviewed by the Contracting Officer and the Office of Small & Disadvantaged Business Utilization (OSDBU) via the DS-1910 process to determine if the requirement can be competed among the contractors in the SDVOSB/WOSB competition pool, or if it will be competed among the contractors in the full-and-open competition pool. This approach will ensure maximum SB set-asides at the TO level.
The North American Industry Classification System (NAICS) code applicable to this IDIQ is, 541611 – Administrative Management and General Management Consulting Services. The applicable Product Service Code (PSC) is, R – Support (Professional/Administrative/Management).
The RFP will provide requirements regarding Organization Conflict of Interest and Security Requirements including Facility and Individual Clearance.
