City of Kingston Foreclosure of Tax Liens Via In Rem Services

The City of Kingston seeks proposals from qualified attorneys and law firms to lead the City’s foreclosure of tax liens by in rem proceedings process, as outlined under Article 11 of Real Property Tax Law for procedures for enforcement of collection of delinquent taxes.

The City has not initiated foreclosure proceedings on any property since 2019. Currently, an estimated 100 properties are on the in-rem list, with an additional 30 properties on active payment plans. The selected Respondent will work with the Office of Housing Initiatives and the Comptroller to prioritize and carry out proceedings based on the current in rem list. Additionally, the selected Respondent will work with a title search company hired by the City of Kingston.
