INVITATION TO BID: ON-CALL EXCAVATION AND EQUIPMENT SERVICES

Invitation To Bid - On-Call Excavation and Equipment Services for Western Virginia Water Authority WVWA-WQ-26-04
The Western Virginia Water Authority (hereinafter referred to as the Authority) is requesting sealed bids from qualified contractors to provide On-Call Excavation and Equipment Services in accordance with the specifications contained in this Invitation To Bid (ITB).

This solicitation is being posted on the eVA procurement portal for advertisement purposes only. Electronic submissions through eVA will not be accepted. All bids must be submitted as sealed bids to  the address listed in this solicitation.

Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘DOING BUSINESS WITH US/Work With Us/Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, Travis Lane (email travis.lane@westernvawater.org )

An informational meeting will be held on April 17, 2026, at 2:00 pm at the Roanoke Regional Water Pollution Control Plant located at 1502 Brownlee Ave SE, Roanoke, VA 24014. The purpose of the meeting is to review the scope of work and answer questions from prospective bidders. Attendance is optional but recommended.

It is not the intent of the specification to be proprietary or to exclude any company or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are suitable and acceptable for comparison. Any deviations or alternatives must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order.

One (1) original and one (1) complete copy of the bid must be submitted in a sealed envelope/package clearly marked "SEALED BID - WVWA-WQ-26-04 On-Call Excavation and Equipment Services"by 2:00 P.M. (local prevailing time) on April 24th, 2026, in the office of Roanoke Regional Water Pollution Control Plant, 1502 Brownlee Ave SE. Roanoke, VA 24014. It is the responsibility of the  bidder to ensure that their bid is received at the above address prior to the deadline. Late bids will not be accepted. Bids will be publicly opened and read aloud immediately following the submission deadline. All responses must be submitted on the Bid Form and signed by an authorized representative of the company.

Award will be made to the lowest responsive and responsible bidder in accordance with the requirements of the Virginia Public Procurement Act (§2.2-4300 et seq.). The Authority reserves the right to waive informalities and irregularities in bids and to accept or reject any or all bids to the extent permitted by law. If the lowest responsive and responsible bid exceeds available funds, the Authority may negotiate with the lowest responsive and responsible bidder in accordance with Virginia Code §2.2-4318 in order to obtain a contract price within available funds. Such negotiations may include modifications to the scope of work, including adjustments to mowing frequency or service locations.

It is the intent of the Authority to establish a contract for a period of one (1) year, with the option to renew the contract for four (4) additional one-year periods, for a maximum contract term of five (5) years, subject to annual review and mutual agreement of both parties.
