THIS IS A PRESOLICIATION NOTICE A REQUEST FOR PROPOSALS (RFP) WILL BE POSTED ON OR ABOUT MAY 30, 2025
The West Texas VA Health Care System (WTVAHCS) in Big Spring, Texas currently has a requirement to renovate the police services

This procurement effort is for construction services where the contractor shall provide all labor, material, equipment, and supervision required to complete the project. The contractor must have ready access to parts, including unique and/or high mortality replacement components, which must be compatible with existing equipment as necessary. This project will also need to incorporate, the existing panic/duress/intrusion alarm systems and moving them to the new location. All alarm systems shall be able to be monitored, controlled, and tested from the VA Police dispatch and communications center or other approved location. This project will also incorporate such a system meeting all relative requirements and specifications and must be compatible with current Avigilon system. This system shall feed into VA Police dispatch to allow constant monitoring, command, and control. The contractor shall obtain, have on file, and make available to its field personnel all operational and technical documentation (such as operational and service manuals, schematics, and parts list) necessary to meet the performance requirements of this contract. Existing connections are to be tested and replaced if not functioning. All systems and components shall be tested, fully functional and approved prior to work being accepted as complete.

The NAICS code for this procurement is 236220 with a small business size standard of $45M. The magnitude of this project is between $2,000,000 to $5,000,000 per VAAR 836.204. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below.

Important Notice: Apparent successful offeror must apply for and receive verification from SBA of SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.7 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by SBA.GOV prior to submission of offer. Failure to be both VERIFIED by SBA and VISIBLE on the Dynamic Small Business Search (DSBS.sba.gov) prior to submission of offer, will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact SBA.GOV and submit the required documents to obtain verification of their SDVOSB status if they have not already done so.
