No-Cost Request for Information (RFI) for Pricing and Availability (P&A) of the Installation and Maintenance of the HF9500 radio for C-130H.
FAR 52.215-3 – Request for Information for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation (request for information) is issued for government planning purposes for future requirements.

1. The United States Government (USG) C-130H Program Management Office (PMO) requests a No-Cost P&A (pricing otherwise known as a Rough Order of Magnitude) for the installation and maintenance for 25 EA HF9500 radio systems for the Republic of Korea Air Force (ROKAF) C-130H Aircraft. It is anticipated that installation of this equipment would be required for a fleet of 12 EA C-130H aircraft, located at Gimhae AB, Republic of Korea.
2. Request a No-Cost P&A (prcing otherwise known as a Rough Order of Magnitude) for the installation and maintenance of the HF9500 radio system for ROKAF C-130H encompassing the following overarching assumptions, capabilities and requirements:
a. Period of Performance: 1 Jun 2025 – 30 Jun 2032
b. Lead time: Provide time to delivery. Delivery is defined as parts arriving at the ROKAF Logistics Center, Gimhae AB, RoK. ROKAF utilizes a Freight Forwarder (Korean Air) located in Los Angeles, CA for shipping of materials.
c. Procurement: 25 EA HF9500 systems to include the following parts and part numbers:
•High Frequency Receiver-Transmitter: 822-0980-003
•Pressurized Antenna Coupler: 822-0981-001
•Set Control Unit (28V DC): 822-1080-003
•Receiver-Transmitter Mount: 822-1082-001
•Antenna Coupler Mount: 822-1171-001
d. Supportability: Please provide OEM Engineering/Technical Assistance reach back support and repair capability for the duration of the Period of Performance.
e. Service Bulletins: require all maintenance and operation manuals, illustrated parts breakdown manuals, and current service bulletins for associated consumables, spares, and related equipment/tooling.
3. With the P&A, provide a response to any service or capabilities that cannot be provided or priced. Please provide any alternatives services or capabilities that can be provided and priced if possible.
This RFI is for market research purposes only and is not binding direction from the USG. No impact to contract schedule or price is intended by this letter. If a contract schedule or price impact is determined by the Contractor, the undersigned should be notified by written correspondence. No action is authorized without further Contracting Officer direction.
