Sealed Bids will be received by the County of Moore (OWNER) at the Historic Courthouse Building, located at 1 Courthouse Square, Carthage, NC 28327 until 4:00 p.m., Wednesday August 20th, 2025, for the “IFB 2026-01 Linden Road Wells and Water System Improvements” Project. There is a Bid Drop-off Box located in the lobby of the Historic Courthouse, or if mailing bid please send via FedEx or UPS. A pre-bid conference will be held on Wednesday August 6th, 2025 at 10:00am at the Moore County Public Works Building located at 5227 US Hwy 15-501 in Carthage, NC.
The work consists of the construction of two new water wells, pumps, fittings, well houses, gravel driveways, water mains, electrical, clearing and grubbing, and erosion control measures.
At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud. All Bids must be in accordance with the Bid Documents on file with the Moore County Public Utilities at their offices located at 5227 US HWY 15-501 in Carthage, NC and at the office of D&L Engineering, PLLC, 150 S. Page Street, Southern Pines, NC 28387.
A copy of the Bid Documents may be obtained from the Engineers at the address stipulated above upon payment of $200.00 for each complete set of documents. Plan costs are non-refundable.
Bidders must be licensed contractors in the State of North Carolina for the type of work required. Bids will be received on a unit price or lump sum basis as described in the Contract Documents. The work is to commence within 15 days after the Date of Contract. Completion of the work is as required in the contract documents. The successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract.
Bid security in the amount of 5 percent of the total Bid must accompany each Bid. No Bid may be withdrawn within a period of 60 days after the date fixed for opening Bids. The Owner reserves the right to select alternatives, to reject any or all Bids, to waive informalities, and to reject nonconforming, nonresponsive, or conditional Bids.
