NPDES Program Consulting Services
Cathedral City (The City) is seeking a qualified consultant to provide Program Administration as well as Commercial, Restaurant, and Industrial Facility Inspection services for its National Pollution Discharge Elimination System (NPDES) Program as required by the City’s Municipal Separate Storm Sewer System (MS4) Permit. The consultant will conduct industrial/restaurant/commercial facility inspections unannounced, except at facilities where security is an issue. The consultant will wear a City-approved photo ID badge and meet with the facility owner/manager or responsible employee, conduct a walk-through of the facility, and identify practices as listed in the permit that may result in an illicit discharge to the storm drain system. The consultant will offer alternatives and options in a professional manner to assist the business with facilitating compliance.
The City will provide a list of industrial, restaurant, and commercial facilities and priorities, as well as the Stormwater Ordinance and Enforcement Procedures.
The consultant will serve as a reference and resource pertaining to questions regarding compliance and inspection principles, policies, and practices. The anticipated length of the contract is three years.

If addenda are necessary, they will be posted onto the website. All firms interested in proposing on this contract are encouraged to sign-up on the "List of Interested Proposers" for the types of services. This list will be used to email any project updates, addenda, changes or responses to written inquires and will be distributed to all interested companies. EVALUATION OF QUALIFICATIONS AND AWARD OF CONTRACT: This solicitation has been developed in the one-step Request for Qualifications (RFQ) format. Accordingly, firms should take note that multiple factors as identified in the RFQ, will be considered by the Evaluation Committee to determine which proposal best meets the requirements set forth in the RFQ document. PRICE IS NOT EVALUATED AS PART OF THE EVALUATION CRITERIA. The City reserves the right to negotiate the terms and conditions of any resulting contract. Final contract award, if any, will be made by the Cathedral City’s Council. The selected firm will be required to comply with all insurance and license requirements of the City.
DEADLINE: All Request for Qualifications (“RFQ’s”) must be received at the City of Cathedral City, 68700 Avenida Lalo Guerrero, Cathedral City, CA 92234 by Wednesday April 16, 2025 at 3:00 PM, LOCAL TIME. The receiving time at City Hall will be the governing time for acceptability of Proposals. Telegraphic and telephonic Proposals will not be accepted. Reference the RFQ document for additional dates and deadlines. Late proposals will not be accepted and shall be returned unopened.
PROPOSALS TO REMAIN OPEN: Submitters shall guarantee that all contents of their proposal shall be valid for a period of 120 calendar days from the due date of proposals.
