| Description: | The City is seeking Proposals from highly qualified individuals, consulting firms, or teams of consultants (“Proposers”) to assist in developing criteria, evaluating, selecting and negotiating with a vendor to operate and maintain the Willamette River Water Treatment Plant. Acting as a technical and strategic advisor, the Owners’ Representative will assess the owners’ needs, develop procurement documents and guide a fair, transparent and regulatory-compliant competitive selection process. Owners’ Representative will evaluate vendor proposals, support interviews and contract negotiations and oversee the transition to the selected operator. |
