Synopsis/Notice of Intent to Sole Source Award
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The United States Marshals Service (USMS), Prisoner Operations Division anticipates issuance of the proposed solicitation number 15M40025RA3500006 to award a Fixed-price contract with economic price adjustment for the USMS District of New Mexico. The exception to full and open competition is authorized by 41 U.S.C. ยง 3304(b)(2)(B) as implemented by FAR 6.302-1(b)(2), the supplies and services available from only one source:

The North American Industry Classification System code for this requirement is 561210, Correctional facilities, privately operated, and the Product Service Code is S206, Housekeeping-Guard services.
The purpose of the proposed sole source contract actions is to acquire detention services for individuals charged with federal offenses and detained while awaiting trial or sentencing, a hearing on immigration status, or deportation.
The secured detention facility shall be a contractor-owned/contractor-operated detention facility with a capacity to accommodate between 1,000 to 1,300 detainees at a single site to include special housing units. The requirement includes secure transportation services for the district including: USMS Justice Prisoner & Alien Transportation System airlifts, guard services (medical and non-medical), jail-to-jail transfers, and jail-to-court-to-jail transportation.
The facility shall be located within the geographic boundaries of the primary district it serves.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a capability statement. The capability statement must be submitted in writing and must contain clear and convincing evidence that competition to this requirement would be advantageous to the Government.
Responsible sources that believe that they can perform these services in their entirety must submit a written notification of interest and capability statement by 5:00 p.m. Eastern Daylight Time, May 27, 2025, which will be considered by the agency.
If parties choose to respond, any costs associated with preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
