• Request for Proposal
The University of Alberta (University) is inviting firms with sufficient capacity and demonstrated experience in providing Hazardous Waste Disposal Services for the Department of Health, Safety and Environment. The successful Proponent(s) will be responsible for the safe pick-up, shipment, and disposal of solvent wastes, aqueous waste, biohazardous waste, radioactive waste, high-risk chemical waste and drum inventories from the Cloverbar Hazardous Waste Management Facility and University of Alberta Campuses (including North Campus, South Campus, Campus Saint-Jean, and Enterprise Square in Edmonton, Alberta and Augustana Campus in Camrose, Alberta). Due to the nature of the hazardous waste at the University, the project will be separated into four (4) scopes of work. Chemical, Biohazardous, Radioactive, and High-Risk Chemical.
The successful Proponent(s) can expect the following:
• sixty to seventy (60-70) drums to be shipped per month (solid and liquid waste - chemical)
• three or four (3 or 4) shipments of solvent waste (approximately 20,000 L per shipment) per year
• three or four (3 or 4) shipments of neutralized aqueous waste (approximately 14,000 L per shipment) per year
• Weekly shipments of biohazardous waste (approximately 2,000 kg per month) in 10kg boxes or 20L pails
Radioactive waste and high-risk chemical waste will be included on an as-needed basis.
Estimated Annual Expenditure: $375,000.00 CAD
Estimated value does not express, imply or guarantee any amount of work and is not to be taken as an absolute value. This opportunity will be of interest to those Proponents who are interested in completing Hazardous Waste Disposal Services on an “as and when required” basis. The University assumes no obligation to guarantee any particular dollar expenditure during this term or any subsequent term.
Proponents must adhere to Transportation of Dangerous Goods Legislation and shall comply with all applicable municipal, provincial and federal legislation, codes and standards. Proponents are to provide evidence that they are authorized shippers licensed to carry Hazardous Waste Materials. Proponents must also provide details of the facilities, methods, and any application approvals, certifications, or licenses for disposal of the hazardous materials.
The University intends to award an Agreement for an initial three (3) year term with the option to renew for an additional two (2) three (3) year extensions. Renewal(s) would be based on satisfactory performance in the initial term and mutual agreement for the subsequent term(s). Pricing shall remain firm for the initial term.
The University understands that not all proponents may be capable of executing all 4 (four) scopes of work (Chemical, High-Risk Chemical, Biohazardous, and Radioactive). Proponents are invited to submit a proposal on any single scope or combination of scopes they are capable of providing services. The University reserves the right to award one or multiple contracts as a result of this Request for Proposal, and scopes of work may be awarded independently based on pricing, technical capability, and operational suitability. Submission of a proposal for one scope of work will not disadvantage a Proponent from consideration.
