12 DEC 2024: QUESTIONS AND ANSWERS FROM RFI

Are Halogen Lights are Ok? Answer: Yes

Is there equipment at the site to offload the lights if we were to bring several of them on a trailer? Answer: There is no equipment available at site to offload the lights. This requirement includes delivery to the site and any offload of lights if brought on a trailer shall be done by the contractor.

Do you have means of preventing cold starts of these lights, or will they be running continuously? Answer: The lights will be running continuously.

These start dates listed in the RFQ, are those the date the lights are to be delivered, or when your training is happening? Could the light be delivered a day early if needed? Answer: The dates listed are required delivery dates. If it benefits the contractor to delivery a few days sooner due to quantities, holidays, etc, that is ok, but it shall be at no cost to the government and shall be coordinated to ensure that a government representative is on site to receive the light sets.

Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure the lease of each of the trailers, self-powered telescoping light set generators for FWAK and DTA. US Military personnel will conduct refueling of contracted equipment and may conduct repositioning within the local work area of the drop off point. Due to the volatility of US Army Military Exercises, contractors must remain flexible to changes in the periods of performance, quantities, and potential for the addition of services within the general scope of the contract.

Salient Characteristics: Provide haul, delivery, and pick-up services for all light sets. The Contractor shall repair or replace any non-functional light sets with in a 24hr notice through the duration of the rental. The light sets shall have the following minimum specifications: illuminate an area of 45,000 square feet, have a 20-foot telescoping mast, power generation included with each unit, able to be secured and withstand wind of 40 mph, and LED bulbs. (An illustrative example of trailered light set on right.) JP-8 fuel compatible equipment is preferred, but not required.
