Description:

Request of Qualifications for Engineering Consultants

The Village is seeking Statements of Qualifications from qualified engineering consultants to assist with the Village’s proposed Glasgow Street Watermain Improvements Project, consisting of the replacement of approximately 1,150 linear feet of 8” watermain along NYS-414 (commonly referred to as Glasgow Street) from the Village Limit to Sodus Street, and replacement of the watermain along Glasgow Street north of Wayne Avenue through the downtown section, underneath the NYS Barge Canal and connecting to the existing main near Water Street (approximately 3,000 linear feet in total). A portion of this section (from West Dezeng Street to Water Street) will include redundant 8” watermains (approximately 2,100 linear feet), while the remainder of this section (West Dezeng to the north side of Wayne Avenue) will be a singular 8” watermain. The Village is hereby requesting engineering consultants to submit qualification packages in response to this Request for Qualifications to assist with obtaining grant(s), engineering design and bidding, construction phase (administration and observation) and closeout consulting services. Minority and Women Business Enterprise firms are encouraged to respond.

Interested firms shall email qualification packages to the Village of Clyde, Village Clerk, 6 S Park St Clyde, NY 14433 by January 13, 2025 no later than 4:00 PM EDST.

The Village Board reserves the right to reject all submissions that do not meet the intent of the RFQ requirements.

The contracted engineering consultant will be expected to perform the following services at minimum:

  • Provide Grant Application services (WIIA/DWSRF and CDBG)
  • Provide Preliminary Engineering Report services related to the above Grant Application services
  • Provide Engineering Design services
  • Provide Construction Administrative services
  • Provide Construction Observation services
  • Comply with all funding agency project requirements (NYSEFC, WIIA, BIL, etc.) and provide assistance to the Village with complying with all funding requirements (i.e. Grant Administration Services).

The Village will select a firm and negotiate grant, engineering, and construction phase services contract to assist with their capital project needs. If your firm is interested in assisting the Village with said report, please provide the following information:

  • Firm Overview: Provide a background on your company including the size, location(s), overview of general services provided
  • Qualifications: Describe your firm’s experience in providing grant, engineering, and construction phase services for water system needs with various municipalities. Please include grant administration experience
  • Project Team: Identify the person you propose to provide project management services and include the resume of said individual(s)
  • Describe the specific grant/engineering/construction phase services that your firm will provide to assist the Village of Clyde

The selection of the engineering consultant will be based on the qualifications of the firm and the staff team to be assigned to the Village for this capital project. The following criteria will be utilized in evaluating the credentials of each firm responding to this request: successful performance in providing grant, engineering, and construction phase services for similar projects; the extent of experience attained by the person proposed and other staff persons proposed to be assigned; familiarity with the rules to regulations of the Environmental Facilities Corporation (EFC) program and Community Development Block Grant (CDBG) program; technical resources available with the firm to carry out the assignment; and, the availability of these resources to the Village of Clyde The Village will negotiate a fee for services with the preferred firm. If an agreement cannot be reached, the Village will meet with the firm rated second and will attempt to negotiate a mutually acceptable fee for the scope of services to be provided. The relative weight of each criterion to be used by the Village in evaluating proposals will be as follows:

  • Successful experience on similar projects (past performance) 5
  • Availability of staff resources (commitment of personnel) 4
  • Funding experience 4
  • Technical capability and financial resources (Qualifications of personnel and financial stability to respondent organization) 2

A copy of the RFQ is to be submitted to the address Village of Clyde, Village Clerk, 6 S Park St Clyde, NY 14433 by January 13, 2025 no later than 4:00 PM EDST.

The Village reserves the right to conduct or waive interviews at its discretion depending upon the experience and qualifications received from each consultant. In addition, the Village may choose at its sole discretion to solicit separate qualifications and designate another consultant for any of the individual projects undertaken.
