Purpose + Background
The Board of County Commissioners of Lake County, Colorado, by and through its Elected OPicials or
Employees (collectively referred to herein as, Lake County), is requesting proposals from qualified strategic
planning consultants to assist in the development and implementation of an internally focused transition
action plan for the Parks + Recreation Department. This will include facilitating group discussions to build
mission, vision, and values and identifying strategic priorities to improve operational ePectiveness within
the Department. The transition action plan is intended to help the Department direct its ePorts and
resources to provide services to all residents in Lake County.

Proposal documents are required to be submitted in their original fillable format. Emailed proposals must
include the following statement on the email, “I hereby waive my right to a sealed proposal.” An email
confirmation will be sent when the proposal has been received.
Introductory Information
1. Each bid must include the full business address of the Bidder and be signed by an authorized
representative.
Partnerships: Bids must include the full names of all partners and be signed in the partnership
name by one of the partners or an authorized representative. The signature must be followed by
the name and title of the person signing.
Corporations: Bids must be signed with the legal name of the corporation, followed by the
state of incorporation. The signature must be by the president, secretary, or another person
authorized to bind the corporation, and include their name and title typed or printed below the
signature.
Individuals with Titles: If a person signs using a title (e.g., "president," "secretary," or "agent")
without disclosing their principal, the bid may be deemed to be that of the individual.
When requested by the County Attorney’s OPice, satisfactory evidence of a signatory’s authority to
bind a corporation must be provided. A power of attorney must accompany the signature of anyone
not otherwise authorized to bind the bidder.
All corrections or erasures in the bid must be initialed by the person signing.

Schedule A – Bid Instructions
Bidders agree to comply with all conditions, requirements, specifications, and instructions stated
or implied in this bid. All prices and required designations must be clearly and fully provided, and all
blank spaces in the bid forms must be appropriately filled in.
Bidders are required to use the Proposal Forms included in this package and submit bids based on
the instructions provided in the Bid Forms. The Bid Proposal must be completed in full, in detail,
and signed by the bidder.
2. Late or unsigned bids shall not be accepted or considered.
It is the responsibility of the bidder to ensure that their bid is received at RFP@lakecountyco.gov on
or before the deadline stated in Section 1, “Notice to Bidders.”
Hard copy bids received before the bid opening will be kept unopened in a secure location. Lake
County assumes no responsibility for the premature opening of a bid that is not properly addressed
or identified.
Bids may be withdrawn only upon written request and with the approval of the Lake County
Manager. Such requests must be received from the withdrawing bidder prior to the time fixed for
award.
Negligence on the part of the Bidder in preparing the bid does not confer any right to withdraw the
bid after it has been submitted and awarded.
Bidders are expected to examine all conditions, specifications, and instructions contained in this
solicitation. Failure to do so shall be at the bidder’s own risk.
3. In accordance with C.R.S. § 30-11-110, preference will be given to vendors located within the State
of Colorado.
Lake County reserves the right to reject any and all bids, to waive any informalities in the bidding
process, to award the bid to multiple vendors, and to accept the bid that, in the opinion of the Board
of County Commissioners, best serves the interests of Lake County.
4. By submitting a bid, the Bidder agrees that the signed bid, all documents included in this Request
for Bid, including, but not limited to, product specifications and scope of services, the formal
acceptance of the bid by Lake County, and the signature of the Chair of the Lake County Board of
County Commissioners shall together constitute the contract. The contract shall be ePective as of
the date it is signed by the Chair.
Cooperative Purchasing
Lake County encourages cooperative purchasing as a means to help other agencies reduce procurement
costs and to maximize the value of taxpayer dollars through volume purchasing.
At their discretion, Vendor(s) may agree to extend the pricing and/or terms of the resulting award to other
state or local government agencies, school districts, or political subdivisions that have a need for the same
products or services.
Such usage by other entities shall not have a negative impact on Lake County during the current term or
any future terms of the agreement.

Project Overview
Lake County Government is undergoing organizational change for its park and recreation functions. The
County is working through a process to integrate the functions of two existing areas – Parks, Recreation
and Open Space Department and the Get Outdoors Leadville! program into a new combined Parks &
Recreation Department.
The new department serves all 7,500 County residents and provides a range of recreation programs,
services, and facilities.
About Lake County
Recreation opportunities, spending time outside, incredible scenic views, a tight-knit community, and a
family-friendly atmosphere are part of daily life in Lake County, Colorado. Leadville is the County seat of
Lake County. There is high demand for both traditional recreation programming and outdoor recreational
opportunities, and the County is looking to appropriately align facilities, staP, and programming to best
serve the public. The Parks, Recreation & Open Space (PROS) Department was created in 2023 after the
adoption of a new Parks, Recreation and Open Space Master Plan in 2022. Before 2023, Lake County had a
three-person Recreation Department.
The Get Outdoors Leadville! (GOL!) initiative was created in 2015 to increase participation in outdoor
recreation activities by mainly underrepresented communities in Lake County. Since its inception, GOL!
has been housed under various organizations, including the non-profit Lake County Build a Generation,
then the Lake County Public Health Department, and now the PROS Department.
Lake County is undergoing a transition to a new single Parks & Recreation Department and wishes to build
a new vision and goals to encompass the new structure. The Open Space management function will be
removed from the department and moved into a new Water and Natural Resources Department, separate
from the Parks & Recreation Department.
Purpose
The purpose of this RFP is to engage an external consultant with expertise in facilitation and strategic
planning to:
Collaboratively work with the Department’s leadership team and other Lake County leadership to
develop a transition action plan.
Establish measurable goals and objectives tied to a new mission and/or vision.
Identify strategic priorities to improve operational ePectiveness.
Ensure that the plan is actionable, measurable, and flexible to adapt to future changes.
The specific objectives of the transition action plan are:
1. Identify the long-term vision, mission, and objectives for the delivery of services.
a. What is the Department’s long-term role, vision, and mission?
b. How does this relate to the overall role of Lake County Government?
c. How can we increase collaboration and ePiciencies amongst the department and with
other departments in Lake County, and eliminate the separate narratives within the
department
d. What steps need to be taken toward the new vision in the months and years following the
completion of the transition action plan (6-month, 1-year, 3-year, 5-year plan)?

2. Develop a framework that includes clear goals, objectives, and key performance indicators (KPIs).
This transition action plan should inform and align the Department’s annual budget with priorities and
goals as identified by the strategic planning process.
This process should be open to and encourage participation from all segments of the Department and
allow for both active and passive involvement.
The process should promote alignment with a community vision and build a sense of cohesion.
Scope of Services
The successful proposer will be responsible for the following tasks:
1. Data Analysis
Review existing data and program information.
Assess external trends, events, and factors that may contribute to participation, and/or impact
the department.
Analyze data from feedback, operational ePiciency, and financial status to inform the planning
process.
2. Facilitate Vision, Mission, and Goals Refinement
Lead collaborative workshops to define the Department’s vision, mission, and related goals.
Ensure alignment with existing plans as well as the One Community Comprehensive Plan
project (currently in development).
3. Strategic Priorities Development
Identify strategic priorities and goals that align with the new vision and mission.
Develop measurable objectives for each priority, with clear benchmarks and timelines.
4. Implementation / Action Plan
Develop detailed action plans for each strategic goal, including responsible parties, timelines,
and resources required.
Provide recommendations for short-term, mid-term, and long-term milestones.
5. Performance Metrics and Monitoring
Define key performance indicators (KPIs) to measure progress toward strategic goals.
Recommend a monitoring and reporting framework to track success.
6. Implementation Support
Provide guidance and support during the initial phases of plan execution.
Assist in addressing any challenges or adjustments needed.
