The U.S. Immigration and Customs Enforcement (ICE) seeks a contractor to establish and operate a short-term detention facility at Fort Bliss, Texas. This facility will initially house 1,000 single adult detainees and must be scalable to a maximum capacity of 5,000; at a scale of 250 beds increase per week, upon completion of the initial 1,000 bed delivery. The contractor is responsible for the design, construction, equipping, staffing, operation, and maintenance of the facility, ensuring full compliance with: Attachment 01 – National Detention Standards 2025 (NDS 2025); Attachment 02 – Contract Detention Facility Design Standards for Immigration and Customs Enforcement; Attachment 03 – ICE Health Services Design Standards; Attachment 04 – Contract Detention Facility and Intergovernmental Service Agreement Design Standards for Executive Office for Immigration Review; Attachment 05 – Information and Communications Technology Systems Structured Cable Plant Standard; Attachment 05 – Policy Number 11087.2, Operations of Enforcement and Removal Operations Holding Facilities; 6 CFR Part 115, Department of Homeland Security Standards to Prevent, Detect, and Respond to Sexual Abuse and Assault in Confinement Facilities (DHS PREA), and all applicable federal, state, and local laws.
This contract requires the contractor to provide all key personnel, staff, equipment, supplies, facilities, transportation, tools, materials, supervision, and services for the safe, secure, and humane detention of individuals in ICE custody for periods of approximately two weeks or less. The contractor must ensure the secure custody, care, and safekeeping of detainees in accordance with relevant legal standards, including the Architectural Barriers Act (ABA) of 1968, Section 504 of the Rehabilitation Act of 1973, and DHS PREA. These requirements directly support ICE Enforcement and Removal Operations (ERO) in enforcing immigration laws, specifically by providing secure detention for individuals awaiting immigration proceedings or removal from the United States. The facility and services must guarantee humane treatment, protection from harm, appropriate medical and mental health care, and the rights and protections to which detainees are entitled.
