NOTICE TO BIDDERS
The West Chester Area School District, Chester County, Pennsylvania, solicits sealed proposals for the
following contract:
RFP No. 26-003 Ford F-650 Box Truck Procurement
Sealed proposals for furnishing and delivering one (1) Ford F-650 18-foot box truck or approved
equivalent for the West Chester Area School District, Chester County, Pennsylvania, will be received
by the West Chester Area School District until 3:00 PM prevailing time on Thursday, July 9, 2026, at
the Facilities & Operations Center, 1181 McDermott Drive, West Chester, PA 19380.
The proposed vehicle shall consist of a new, current model year Ford F-650 chassis or approved
equivalent configured below the 26,000 lb. CDL threshold and equipped with an 18-foot dry freight
box body and related accessories as specified herein.
Proposals shall include complete vehicle specifications, pricing, warranty information, and estimated
delivery timelines.
All proposals must be accompanied by a completed Non-Collusion Affidavit.
The successful proposer shall agree to guarantee pricing for a period of ninety (90) days from the
proposal due date.
All questions regarding this RFP shall be directed in writing to Maria Tivoli, mtivoli@wcasd.net no
later than June 24, 2026, at 12:00 PM.
The School Board reserves the right to accept or reject any or all proposals and to waive informalities
in the best interest of the West Chester Area School District.

Section 00 2113 Instructions to Bidders
1. PROPOSALS ARE TO BE RETURNED TO:

Proposals must be received no later than 3:00 PM prevailing time on Thursday, July 9, 2026. Late
submissions will not be accepted.
The School District is not responsible for late deliveries of the proposals.
2. PROPOSAL PRICE GUARANTEE
The successful proposer shall guarantee pricing for a minimum period of ninety (90) days from the proposal
submission deadline.
3. PROPOSAL FORM
By submitting a proposal, the proposer certifies that they have carefully reviewed all contract documents and
specifications and fully understand the scope of work required.
The proposer shall include all labor, materials, equipment, delivery, warranties, installation, and associated costs
necessary to provide a complete and operational vehicle meeting the specifications herein.
The District will not accept multiple prices for the same item unless specifically requested.
4. EVALUATION CRITERIA
Proposals may be evaluated based on, but not limited to, the following criteria:
* Compliance with specifications
* Total cost
* Warranty coverage
* Delivery schedule
* Vendor qualifications and support capabilities
* Service availability and parts support
5. SUBSTITUTIONS
Equivalent vehicle models and equipment may be proposed provided all minimum specifications are
met or exceeded. Any substitutions must be clearly identified within the proposal documents.
6. District Rights
The District reserves the right to:
* Reject any or all proposals
* Waive immaterial or minor irregularities

* Request additional information or clarifications
* Modify or cancel this RFP at any time
* Issue addenda to address questions or provide clarifications
* Conduct interviews with one or more proposers
* Accept a proposal other than the lowest cost proposal if determined to be in the best interest of

7. DELIVERY REQUIREMENTS
Vendor shall provide estimated lead time from date of award through final delivery.

Bidders shall provide sufficient information demonstrating their capability to furnish and support the
specified vehicle and equipment.
The District reserves the right to reject proposals from vendors unable to demonstrate satisfactory
experience, service capability, financial stability, or compliance with public procurement requirements.
The District prefers commercially available configurations with proven reliability and local service
support availability.
Each proposer shall provide:
* Company background and years in business
* Three (3) references for similar vehicle fleet sales
* Service and support locations
* Warranty support information
* Current vehicle manufacturer certifications, if applicable
* Delivery capabilities and anticipated lead times
The District may investigate references and qualifications prior to award.

PART 1 GENERAL
1.01 SECTION INCLUDES
A. Non-collusion Affidavit
1.02 INSTRUCTIONS
A. The following Non-Collusion Affidavit is material to any contract Awarded pursuant to
this Bid. According to the Pennsylvania Antibid-Rigging Act, 62 Pa.C.S.A. 4501 et.
seq., governmental agencies may require Non-Collusion Affidavits to be submitted
together with bids.
B. This Non-Collusion Affidavit must be executed by the member, officer or employee of
the bidder who makes the final decision on prices and the amount quoted in the Bid.
C. Bid rigging and other efforts to restrain competition, and the making of false sworn
statements in connection with the submission of bids is unlawful and may be subject to
criminal prosecution. The person who signs the Affidavit should examine it carefully
before signing and assure himself or herself that each statement is true and accurate,
making diligent inquiry, as necessary, of all persons employed by or associated with the
bidder with responsibilities for the preparation, approval, or submission of the bid.
D. In the case of a bid submitted by a joint venture, each party to the venture must be
identified in the Bid Documents, and an Affidavit must be submitted separately on
behalf of each party.
E. The term "Complementary Bid" as used in the Affidavit has the meaning commonly
associated with that term in the bidding process and includes the knowing submission of
bids higher than the bid of another firm, any intentionally higher or noncompetitive bid,
and any other form of bid submitted for the purpose of giving a false appearance of
competition.
F. Failure to file an Affidavit in compliance with these instructions may result in
disqualification of the bid.
