Coyle Water Main Replacement

Contractors are invited to submit a sealed bid for the Coyle Water Main Replacement project. Bids will be received by the Public Utility District No. 1 of Jefferson County (the District), located at 310 Four Corners Rd., Port Townsend, WA 98368, until 3 p.m., Wednesday, November 19, 2025, for the Coyle Water Main Replacement project. The general scope of the work to be accomplished is as shown in the Exhibits and/or the attached specifications. Bids may only be mailed, or hand delivered to the address listed above.

This project is funded/partially funded through the Washington State Public Works Board Loan program. PWB requirements and provisions must be met by general contractors and all subcontractors. All contractors and subcontractors must be licensed in the state of Washington to conduct business.

This project requires Apprentice Utilization Requirement (AUR) be met. For bids higher than $2,000,000.00 fifteen percent (15%) or more of project Labor Hours shall be performed by Apprentices unless Good Faith Efforts are accepted. Apprentice Utilization will be determined using the Department of Labor and Industries (L&I) online Prevailing Wage Intent & Affidavit (PWIA) system.
