NOTICE TO BIDDERS
The Housing Authority of the City of Warren, Arkansas invites you to submit a bid for “Capitol Fund Modernization Grant Project AR37P082501-22 in accordance with the contract documents and project manual dated April 26, 2025.
Bids will be received in the office of the Executive Director, Warren Housing Authority 801 West Central Street Warren, Arkansas 71671, until Thursday, May 29, 2025, at 2:00 p.m., and then publicly opened and read aloud.
The Owner intends to contract for the exterior walls to enclose the back porch and the finish materials necessary to convert the area to a utility room. The contract also requires the furnishing of a 8’ by 10’ concrete patio. All sites are located at “K” East.
One Bedroom Duplex – 4 units
Two Bedroom Duplex – 8 units
Three Bedroom Duplex – 18 units

Any bids received after the closing time will be returned unopened. Two (2) sets of documents may be obtained by the general contractor by depositing one hundred dollars ($100.00) (check made payable to the Housing Authority of the City of Warren) with Southern Reprographics.
Such deposits will be refunded to each contractor who returns the bidding documents in good condition within ten (10) days after the bid opening. Document may be obtained for use of subcontractors or material suppliers at an out-right purchase of fifty dollars ($50.00) (check made payable to the Housing Authority of the City of Warren).
All bids must be submitted on forms furnished by the Architect in duplicate and in a sealed envelope plainly marked to show the name and address of the bidder, contract job number and date and time of bid opening. All bidders are required to have an Arkansas Contractor’s License at the time of the bid. The bid must contain the following items:
1. Bid form, signed by bidder;
2. A bid guarantee in an amount equal to five (5%) of the base bid. The bid guarantee can be in the form of a certified check or cashier’s check made payable to the PHA; a U.S. Government bond endorsed to the PHA; or a satisfactory bid bond executed by the bidder;
3. A Non-Collusive Affidavit;
4. Instructions to Bidders for Contracts Public and Indian Housing Programs (HUD-5369);
5. Representations, Certifications and Other Statements of Bidders (HUD-5369A).
The successful bidder shall be required to furnish an Arkansas Performance and Payment Bond in the amount of one hundred percent (100%) of the contract bid for any contract that exceeds $25,000.00 within ten (10) days of the Notice of Acceptance of Bid.
The PHA reserves the right to reject any or all bids and to waive informalities in the bidding.
No bids shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without consent of the PHA. Bid guarantees will be

All bidders must comply with the requirements of the Contractor’s Licensing Law of the State of Arkansas.
