Since FEMA does not reimburse standby time, can SECO provide clarity on when and how standby time will be authorized and minimized? 3/18/2025 3:14:01 PM Stand-by time refers to the time after the contractor has been checked in and before storm restoration begins. During this time, the contractor is responsible to maintain contact with a SECO representative for instructions and work assignments. The contractor must check in with their SECO representative at least twice daily, (morning & afternoon) during stand-by time billing.
