The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source Purchase Order to Woodward, Inc. (Fort Collins, CO) for LM2500 Turbine Protection Monitoring (TPM) system Power Supply Unit (PSU) isolation kits. The Government anticipates awarding this action prior to the end of the 3rd quarter of Fiscal Year 2026.
This acquisition is being conducted under Simplified Acquisition Procedures (SAP). Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. Woodward, Inc. is the only responsible source capable of fulfilling the Navy’s specific technical requirements for this effort. The proposed award is for supplies for which the Government intends to solicit and negotiate with only one source.
The applicable Product Service Code (PSC) for this requirement is 6110.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested parties may identify their interest and submit a capability statement addressing their ability to meet the requirement.
The Government will consider all information received prior to the closing date and time of this synopsis. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
All responses must be submitted in writing via email. Please direct all capability statements and inquiries to the attention of Karen L. Morris at karen.l.morris49.civ@us.navy.mil.
