Oracle Enterprise Performance Management (EPM) Support

Project Description: Hillsborough County intends to recommend the award of a one (1) year sole source procurement to InnoFin Solutions LLC (InnoFin), for ongoing and as-needed Oracle Enterprise Performance Management (EPM) system troubleshooting and support services for the Management and Budget Department at a total cost of $42,500.00. This procurement is being made in accordance with Section 3-205(2)(g) of the County’s Procurement Policy as InnoFin, the design-builder of the County’s Oracle EPM application, is the only reasonable provider with advanced knowledge, a unique skill set, and demonstrated experience to provide managed support services, and incident and problem management support of the Oracle Planning, Budgeting, and Cloud solutions, on an ad-hoc basis for the Management and Budget Department. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached statement of work must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submission” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
