Solicitation Summary
The Maryland Department of Health (“MDH” or the “Department”), Office of the Secretary, is issuing this Request for Applications (RFA) to provide a study and analysis of the Health Services Cost Review Commission (“HRCRC”), the Maryland Health Care Commission (“MHCC”), the Maryland Insurance Administration (“MIA”), and the Maryland Community Health Resources Commission (“MCHRC”), as required under Chapters 794 and 795 of the Acts of 2024. HB887 (2024) requires the Department to contract with an independent consultant to study these entities in the context of the statutory and regulatory duties of each entity to determine whether there are ways to improve effectiveness and efficiency of each entity. The Department must report to the Governor, the Senate Finance Committee, and the House Health and Government Operations Committee on the results of the study.
