Construction Management at Risk Services for Library and City Hall Renovation Project
OFFICIAL NOTICE
PROPOSALS REQUESTED:  Formal proposals will be received, per the instructions below, until 4:00 P.M. on Friday, August 8, 2025.  Proposals received in response to this request will be forwarded to the City’s Public Works Director for evaluation and consideration.   NOTE:  This is not a public bid opening.
The City of Wauwatosa is requesting proposals from qualified construction managers for Construction Management at Risk (SMaR) services associated with a proposed city library and city hall renovation and expansion project.  This Request for Proposal is comprised of two distinct phases of work:

1. Phase I – services related to project budgeting of multiple design scenarios, collaborating with the selected architect on constructability approach, schedule development and overall phasing of construction activities.  Confirmation of project budget, schedule and phasing of a preferred design concept. The deliverables generated during this phase of service will assist the city in determining the ultimate direction of the project.

2. Phase II (if authorized) – Services related to traditional CMaR effort and tasks for preconstruction services through project construction and close out.

Currently, the City of Wauwatosa is seeking to engage a qualified CMaR to complement an architectural team to provide estimating and constructability expertise in a collaborative format.  The intent is to use the current conceptual design as the base line to continue to explore scenarios to best suit the long-term program, financial, and stakeholder goals of the city all in accordance with the City of Wauwatosa Request for Proposal dated Thursday, June 12, 2025 and this Official Notice.
Proposal documents will be available via email only from the City of Wauwatosa.  Please contact the City of Wauwatosa Purchasing Department at lschleimer@wauwatosa.net or by phone at (414) 479-8958 to obtain the RFP.
Proposal Submittal - Proposals are due no later than 4:00 PM local time on Friday, August 8, 2025. Proposals submitted are to be a single PDF delivered via email to Laurie Schleimer, Purchasing Coordinator at lschleimer@wauwatosa.net with a copy to dsimpson@wauwatosa.net , Please include “Construction Management at Risk Services for Library and City Hall Renovation project” in the subject line when submitting your response.
Note: The City’s email system WILL NOT ACCEPT FILES LARGER THAN 10MB .  If your proposal response exceeds that limit, please provide your submission via a digital drop box or FTP of your choosing and provide download instructions in your submission email.
Site Visit   A mandatory pre-proposal meeting will be held at City Hall, 7725 W. North Avenue at 1:30 PM on Wednesday, July 9, 2025.
Questions concerning this proposal request will be received through Monday, July 21, 2025 by 9:00 A.M.  All questions should be directed to Laurie Schleimer, Purchasing Coordinator, via email, lschleimer@wauwatosa.net , and dsimpson@wauwatosa.net .
When deemed relevant, responses to questions received will be distributed to all RFP holders of record by 4:00 PM, Friday, July 25, 2025.   Please include “Questions/Clarifications Construction Management at Risk Services for Library and City Hall Renovation project” in the subject line.
Consultants are not permitted to contact City Council members or other City staff for clarification of the RFP.   Any such contact may disqualify the consultant from evaluation.
No proposal shall be withdrawn after the opening of proposals for a period of ninety (90) days after the scheduled time of closing of proposals.
Notification of Award:  The City of Wauwatosa plans to select a consultant on or about September 30, 2025.
Proposer certifies that their proposal has been made without connection to any other vendor and is, in all respects, fair and without collusion or fraud, and is made with the understanding that no elected official or Wauwatosa City employee has an interest, directly or indirectly, unless otherwise stated.
The City of Wauwatosa reserves, exclusively to itself, the right to reject any or all proposals or to accept the proposal deemed most advantageous to the City and to waive any, or all, technicalities or informalities in submitted proposals.  No proposals, alterations, or modifications to proposals shall be allowed after the official date of submission.
PATENTED DEVICES, EQUIPMENT AND PROCESSES:  It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights.  The successful bidder shall, in all cases, indemnify and save harmless the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement at any time during or after delivery.
