The East County Advanced Water Purification (East County AWP) Joint Powers Authority (JPA) is requesting proposals from certified contract laboratories to provide Laboratory Services for Wastewater Drinking Water, Biosolids, and Biogas for a five fiscal year period (FY 2027 - FY 2031) as set forth in this Request for Proposals (RFP) and in compliance with all applicable laws, regulations, policies, and procedures to support the JPA.  The successful laboratory or laboratories shall provide services including, but not limited to, analytical testing and reporting in accordance with federal, state, and local regulations. Laboratories submitting proposals must be prepared to enter into a service agreement (Agreement) for the duties as set forth in this RFP.
