Project Description: A pre-bid conference will be held on Tuesday, July 8, 2025, at 9:00 AM at the Lancaster SPCA, 848 S. Prince Street, Lancaster, PA 17603.
The City of Lancaster, PA (“City”) is seeking competitive bids to source the labor and materials necessary for the wholesale replacement of the heating, ventilation, and air conditioning (HVAC) system at the City-owned property located at 848 S. Prince Street, Lancaster, PA 17603, which is operated by the SPCA.
In general, the work under this contract consists of all labor, materials, equipment, and supervision required to accomplish the removal of existing HVAC equipment and ductwork as noted on the project drawings, and installation and commissioning of new HVAC equipment to include TUS boxes, condensing units, gas-fired furnaces, hot water and refrigerant piping and appurtenances, air turning devices, ductwork including hangers and supports, grilles, dampers, registers, and diffusers, and electrical connections as specified herein. Distech Controls package to be installed by others in coordination with the Mechanical Contractor.

The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
