FRESNO METROPOLITAN FLOOD CONTROL DISTRICT
NOTICE INVITING SEALED BIDS
The Board of Directors of the Fresno Metropolitan Flood Control District hereby
invites sealed bids for a Portable Pump Contract, Fresno County, California.
Sealed bids shall be for the delivery of one (1) trailer mounted, sound attenuated,
automated 6" vacuum or compressor assisted continuous self-priming centrifugal pump,
with Tier 4 Final diesel engine, complete, to be delivered F.O.B. 5469 E. Olive Avenue,
Fresno, California, 93727, prior to one hundred twenty (120) days from the date of mailing
of the notice to proceed, after the award of contract. Such sealed bids shall be received at
the office of the Fresno Metropolitan Flood Control District, 5469 E. Olive, Fresno,
California, 93727, until June 30, 2026, at 11:00 a.m., at which time they will be publicly
opened and recorded. Bids must be submitted to the Fresno Metropolitan Flood Control
District in accordance with all the written specifications therefor.
Bid forms, instructions to suppliers and copies of the specifications may be obtained
from the office of the FRESNO METROPOLITAN FLOOD CONTROL DISTRICT,
5469 E. Olive Avenue, Fresno, California 93727.
All bids must be made on the bid forms provided by the District, and must be
accompanied by cash, a cashier's check, certified check or bidder's bond of a corporate
surety authorized to do business in the State of California and acceptable to the District,
payable to the order of the FRESNO METROPOLITAN FLOOD CONTROL DISTRICT,
in the amount of One Thousand Dollars ($1,000.00) as a guarantee that the supplier will,
after being notified of the acceptance of its bid, enter into the contract with the Fresno
Metropolitan Flood Control District in the form provided by the District and furnish a
performance bond in the amount of one hundred ten percent (110%) of said bid in
accordance with the provisions of Sections 3247-3251 of the California Civil Code.
The Board of Directors reserves the right to waive any irregularity in a bid and the
right to reject any and all bids. If the successful supplier fails to execute the contract for
which the bid is accepted or fails to furnish the required bond within ten (10) days after the
mailing of notice of the award of the contract to the successful supplier, the Board of
Directors shall have just cause for annulment of the award and forfeiture of the bid check or
bond.

INSTRUCTIONS TO SUPPLIERS
1. No bid shall be considered for award unless submitted on the bid form
furnished by the FRESNO METROPOLITAN FLOOD CONTROL DISTRICT, completely
filled out, properly signed by the supplier and delivered, under sealed cover, plainly marked:
Bid for Delivery of Portable Pump
at the office of the Fresno Metropolitan Flood Control District, 5469 E. Olive, Fresno,
California 93727, on or before June 30, 2026, at 11:00 a.m., at which time all bids will be
publicly opened and recorded.
2. Suppliers must deposit with their bids cash, a cashier's check, certified check
or a bidder's bond of a Corporate Surety authorized to do business in the State of California
and acceptable to the District, payable to the District in the amount of One Thousand
Dollars ($1,000.00). Such deposit shall be retained by the District as a guarantee that the
supplier, if awarded the contract, will within ten (10) calendar days from the date the notice
of award is mailed to the supplier, enter into a contract, furnish the necessary performance
bond and furnish the pump in accordance with all provisions of the contract documents. All
bid deposits will be returned when a contract has been entered into, or if all bids are
rejected.
3. The suppliers' attention should be directed, in particular, to all provisions of
the Specifications and Technical Specifications, which, in addition to the Bid and these
Instructions, will be made a part of any contract with the successful supplier.
4. The contract will be awarded to the lowest responsible bidder complying with
these instructions and the Notice Inviting Sealed Bids. The Fresno Metropolitan Flood
Control District, however, reserves the right to reject any or all bids, or to waive any
irregularity in a bid. If an Award is made by the Board of Directors of the FRESNO
METROPOLITAN FLOOD CONTROL DISTRICT, it will occur at a regularly scheduled
meeting within forty-five (45) calendar days of the bid opening, and no bid may be
withdrawn prior to an award within that time. Prices listed in bid must be firm quotations
during the entire forty-five (45) calendar day period and not subject to price adjustments.
5. The successful bidder shall enter into a contract in accordance with the
Specifications, Technical Specifications, Notice Inviting Sealed Bids and the bid itself, and
shall furnish a bond for the faithful performance of said contract in an amount equal to one
hundred ten percent (110%) of the amount of said bid, with sureties satisfactory to the Board
of Directors of said District. The form of Contract which the successful bidder, as
contractor, will be required to execute, and the form of bond that it will be required to
furnish, are annexed hereto.

6. Payment shall be made within fifteen (15) days after delivery, final
inspection, invoicing by the supplier and acceptance by the District.
7. Supplier shall defend, indemnify and hold the District, its officers and
employees, harmless from any and all liability for damages arising out of the use of any
patented material, equipment, device or process incorporated into or made a part of or
required by the manufacturer's specifications to be used on or in connection with the
material, equipment or supplies purchased by the District pursuant to these specifications;
and Supplier agrees, by submission of a bid hereunder, to defend the District at Supplier's
sole expense, in any claim, action or suit for damages, injunctive relief or otherwise on
account of any allegedly unauthorized use of, or infringement of patent rights on, any
patented material, equipment, device or process, in which the District is named as a
defendant.
8. District reserves the right to reject any bid for any irregularity, including,
without limitation, erasures, failure to complete the bid where required, conditions deleted
or added, illegible figures, etc.
9. Applicable sales taxes must be included in the bid.
10. The supplier is instructed to complete the District request for taxpayer ID
number and supplier information 1099 and DE542 reporting requirements. Supplier shall
submit said completed forms with the contract documents upon notification of being
awarded the contract.

SPECIAL PROVISIONS & SPECIFICATIONS
GENERAL REQUIREMENTS:
These Specifications are to prescribe the minimum requirements for the required equipment.
All major component replacement parts shall be available from West Coast suppliers.
The units must be serviced in the same manner as when sold to the general public.
The furnished pump must be the manufacturer's most recent model for the size being
provided.
All equipment considered standard shall be furnished whether called for in the specifications
or not.
One-year (minimum) warranty for all parts and labor from the supplier, plus all applicable
manufacturer's warranties.
Descriptive literature must accompany all bids, including all Warranties.
Equipment manuals and all product literature shall be furnished with the pump.
The pump furnished, including all equipment and accessories, shall meet these
Specifications and comply with the following applicable regulations.
A. Regulations of Federal Occupational Safety and Health Administration
(OSHA) and/or the California Occupational Safety and Health Administration
(Cal/OSHA), whichever is more restrictive.
B. Federal Motor Vehicle Safety Standards (FMVSS) where applicable.
C. Title 49, Code of Federal Regulations, Chapter III, Federal Highway
Administration, Department of Transportation.
D. State of California Vehicle Code.
E. California Health and Safety Code, Division 26, Chapter 4, Motor Vehicle
Pollution Control.
F. California Air Resources Board and San Joaquin Valley Air Pollution Control
District Tier 4 Final.

Delivery shall be made within one hundred twenty (120) days of the date of mailing of the
Notice to Proceed.
Supplier shall deliver pump to the Fresno Metropolitan Flood Control District located at
5469 E. Olive Ave, Fresno, California, for final inspection, testing and acceptance.
AWARD OF CONTRACT, NOTICE TO PROCEED, AND TIME LIMIT:
The award of the contract, if made, shall be made within forty-five (45) calendar days after
the opening of the bids. No bid may be withdrawn prior to an award within this forty-five
(45)-day period. Prices must be firm quotations during the entire forty-five (45) calendar
day period, and not subject to price adjustments.
The Supplier shall enter into a contract with the District and furnish the required
performance bonds within ten (10) calendar days of notification of contract award.
A Notice to Proceed will be issued within fifteen (15) calendar days of the execution of the
Contract unless otherwise mutually agreed between the District and the successful supplier.
The Supplier shall diligently perform to complete the work before the expiration of one
hundred twenty (120) calendar days, from the date of mailing of the Notice to Proceed.
LIQUIDATED DAMAGES:
Time is of the essence. Should the engine family name, serial number and horsepower of
the pump unit not be provided to the District on or before August 21, 2026, or delivery is
not completed on or before the date required, to allow District sufficient time to register
units in time to receive emission credits, it is mutually agreed that:
A DELAY WOULD SERIOUSLY AFFECT THE PUBLIC AND THE OPERATION OF
THE DISTRICT; A REDUCTION IN THE UNIT PRICE OF ONE HUNDRED AND
NO/100 DOLLARS ($100.00) PER CALENDAR DAY FOR EACH AND EVERY DAY
THAT EXCEEDS NOT RECEIVING THE ENGINE FAMILY NAME, SERIAL
NUMBER AND HORSEPOWER OF THE PUMP UNIT OR NOT RECEIVING
DELIVERY OF UNIT AS SET FORTH IN THE CONTRACT IS A REASONABLE
MEASURE OF DAMAGES FOR SUCH DELAY (BASED ON THE ESTIMATED
RENTAL COST OF SIMILAR PUMP); THEREFORE, THE DISTRICT AND THE
SUPPLIER HEREBY ESTABLISH SAID REDUCTION IN THE UNIT PRICE OF ONE
HUNDRED AND NO/100 DOLLARS ($100.00) PER CALENDAR DAY FOR EACH
AND EVERY DAY OF DELAY AS LIQUIDATED DAMAGES FOR SUCH DELAY.

PORTABLE PUMP RFP
TECHNICAL SPECIFICATIONS
Trailer mounted, sound attenuated, automated (dual float on/off) 6" vacuum or compressor
assisted continuous self-priming centrifugal pump with diesel engine, complete, as
described in the equipment specifications.
GENERAL:
Prior to delivery, pump must be completely serviced by the successful supplier. When
pump arrives at destination, the crankcase and all other components must be filled to
manufacturer's recommended capacity with manufacturer's recommended type of lubricant.
Wheels shall be balanced.
Manufacturer's warranty to be furnished with the pump.
All equipment catalogued as standard is to be furnished with the pump, whether or not it is
listed in these Specifications.
The pump furnished must be the manufacturer's most recent model for the size being
provided.
Original dealer's report of sale and valid weight certificate issued by an authorized
California weigh master, to be delivered to District at the time of delivery of the pump.
The furnished pump is to meet these specifications including all equipment and accessories,
and shall comply with the following regulations applicable to all current model pumps.
A. Regulations of Federal Occupational Safety and Health Administration
(OSHA) and/or the California Occupational Safety and Health Administration
(Cal/OSHA), whichever is more restrictive.
B. Federal Motor Vehicle Safety Standards (FMVSS) where applicable.
C. Title 49, Code of Federal Regulations, Chapter III, Federal Highway
Administration, Department of Transportation.
D. State of California Vehicle Code.

G. Engine family name, serial number and horsepower of both pump units shall
be provided to the District on or before August 21, 2026, to allow District to
register units in time to receive emission credits.
H. Sound attenuated enclosure shall be of a production design to house the pump
and engine unit supplied and not be an oversized or undersized generic
enclosure.
MANUALS:
One complete set of owner's manuals for the pump shall be provided at or before time of
delivery.
DELIVERY:
Pump inspection shall be accompanied by a dealer's certificate of servicing and inspection
signed by the vendor.
Supplier shall deliver the pump to the Fresno Metropolitan Flood Control District located at
5469 E. Olive Ave, Fresno, California, for final inspection, testing and acceptance. Within
seventy-two (72) hours after District's acceptance of the pump, Supplier shall arrange for
and provide all licensing with the California Department of Motor Vehicles. The District is
entitled to exempt plates, but any licensing charges shall be paid by the supplier and are to
be included in the bid price.
WARRANTY:
A signed one-year (minimum) warranty for all parts and labor from the supplier and all
applicable manufacturer's warranties shall be provided for the pump with all terms and
conditions of the warranty policy described in detail.
All warranty work must be completed by a manufacturer's approved repair facility located
within 35 miles from the office of the Fresno Metropolitan Flood Control District at 5469 E.
Olive, Fresno, California, 93727.

production design to house the pump and engine

Suction and discharge: 6" x 6" suction and discharge.
GPM rating: 1,250 - 1,500 GPM rating at 60' total head.
Case: Cast iron, Class 30.
Volute: Cast iron, Class 30 replaceable.
Impeller: Ductile iron or stainless steel, 2 or 3 vane, open
trash type. Able to pass 3" solids.
Seal: Oil immersed high pressure mechanical seal.
Special design features: Removable cover plate, replaceable wear plate.
Pump shall be capable of running dry without
damage to seal.
Suction/discharge flanges ANSI 150# FF
Engine Specifications
Type and Size: Vertical cylinder, direct-injected, diesel engine
sized to pump requirements and minimum 60 HP
maximum 220 HP at 1800 RPM or approved
equal. Engine shall be Tier 4 Final EPA/CARB
approved and must meet any applicable State of
California and San Joaquin Valley Air Quality
Control District requirements.
Emissions System: Emissions system shall be Diesel Oxidation
Catalyst or approved equal and qualify engine as
