PROJECT SUMMARY:

The Town of Johnstown (the "Town") is seeking proposals from qualified teams to assist in identifying the most appropriate financial district structure to support the Town’s anticipated Downtown Master Plan, which is set for consideration and approval by the Town Council in mid to late-2025. The selected team will provide guidance on the formation of the financial district and assist in all aspects of its development, including financial assessment and evaluation which may include conceptual proformas, legal documentation and analysis, election assistance (if required), and governance structuring. The team should have a combination of both project financial expertise and experience, along with a strong legal background that demonstrates expertise in community engagement and working collaboratively with Town leadership to build public support for a recommended financial district.

  • A virtual pre-bid meeting is tentatively scheduled for Monday, April 28, at 9 AM (MT), interested teams are recommended to attend to ensure any inquiries or questions are answered regarding the project and RFP. Qualifications:
PROPOSAL REQUIREMENTS:
Interested teams should submit a proposal that includes the following information:
1.        Team Overview
o        Name, address, and contact information.
o        Brief history of the team, including experience in municipal ?nance, district formation, and community engagement.
2.        Project Team & Quali?cations
o        Resumes and roles of key personnel assigned to this project.
o        Description of legal expertise in ?nancial district creation and governance.
o        Experience working with local governments and communities in similar projects.
3.        Approach & Methodology
o        Description of how the team will approach the analysis, formation, and implementation of the ?nancial district.
o        Proposed timeline for completion of tasks.
1.        It should be noted that the Town hosts elections on even years in April. Town sta? would like to see timelines regarding the formation of the district to coincide with the Town’s April election in 2026, should an election be needed to create the proposed/recommended district. The selected team will need to provide ballot language (both English and Spanish) no later than end of January 2026.
4.        Relevant Experience
o        Examples of past projects involving ?nancial district creation and governance.
o        References from at least three municipalities or government entities.
5.        Cost Proposal
o        Detailed breakdown of costs associated with each project phase.
o        Proposed billing structure (?xed fee, hourly rates, etc.).
6.        Proposal Form
o        PDF Only, the proposal should be no more than 20 pages.
Special Requirements:
SELECTION CRITERIA:
The Town will evaluate proposals based on the following criteria:
•        Relevant Experience and Quali?cations (25%)
Demonstrated success in the formation, implementation, and administration of special ?nancing districts, particularly in downtown or urban core settings. Experience should include governance structures, inter-agency coordination, and long-term sustainability planning.
•        Legal and Financial Expertise (20%)
Depth of knowledge and proven expertise in municipal ?nance, special district law, and relevant state statutes. The ?rm should demonstrate capacity to provide legal guidance throughout the district formation process.
•        Financial Analysis and Pro Forma Development (15%)
Experience developing district-level ?nancial evaluations, cash ?ow projections, and pro forma models. Ability to assess revenue potential, infrastructure ?nancing needs, and long-term ?scal impacts to support decision-making.
•        Public Engagement and Stakeholder Outreach (15%)
Experience in designing and facilitating inclusive community engagement processes. Ability to educate stakeholders, build consensus, and generate public support for ?nancing mechanisms. Public engagement should follow a model of "meeting people/stakeholders where they are".
•        Project Approach and Understanding (15%)
Clarity, feasibility, and creativity of the proposed methodology. Demonstrated understanding of the Town’s goals, regulatory context, and unique downtown dynamics.
•        Cost E?ectiveness and Value (10%)
Overall value of the proposed budget in relation to the scope of services, with consideration given to cost transparency, e?ciency, and long-term bene?ts to the Town.
