This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this Special notice. This announcement constitutes the written notice that this combined synopsis/solicitation is being competed amongst contractors awarded an Blanket Purchase Agreement, The USDA Forest Service (FS), Procurement & Property Services (PPS), Special Projects Operations Center (SPOC), Northwest Branch is issuing this synopsis as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).



There is not a solicitation request quotes. This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred.



Delivery: The deliverables for this work will be provided to the ordering activity.



(i) The Combined Synopsis/Solicitation number is 1240BK25Q0052 and incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular (FAC) 2025-03 dated 17 January 2025.





(ii) This procurement is set aside for 100% Total Small Business. The NAICS code is 237310 Highway, Street, and Bridge Maintenance 45 Million



(iii) Description of Requirement: Road Maintenance located on the Willamette NF Sweet Home District The government intends to award a firm-fixed price /BPA Call.





(iv) Date(s) and Place(s) of Delivery and Acceptance/Location: The period of Performance for the BPA Call is: 01 July 2025 through 31 June 2026





(v) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2021)

  1. In accordance with Federal Acquisition Regulations (FAR) Part 4.11, offerors shall have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/.





FACTOR I - PRICE – Include the completed Schedule of Items for each Seed Project that your company has the capability to perform



The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.



FACTOR II - Period of Performance - The Contractor's can start and complete the project in the specified time.

(ix) 52.212-2 Evaluation – Commercial Items (OCT 2014) (Provision)





The government intends to award a firm-fixed price BPA Call resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:





(a) Factors.



1. FACTOR I – Price 2. FACOR II Period of Performance



(b) A written notice of award or acceptance of an offer, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
