SYNOPSIS
This is a SOURCES SOUGHT announcement for market research purposes only. This is not a solicitation for proposals and no contract will be awarded from this notice. The Naval Facilities Engineering Systems Command (NAVFAC) is seeking to identify qualified and experienced firms capable of providing comprehensive market research and analysis to inform acquisition strategies for upcoming, large-scale construction projects in Yap, Palau, and Tinian.
BACKGROUND
NAVFAC is anticipating unprecedented scopes of work in remote and challenging locations within the Pacific, specifically on the islands of Yap, Palau, and Tinian. The unique nature of these projects requires an expanded view beyond NAVFAC’s traditional contracting partners and methodologies. To ensure successful project execution and mitigate potential risks, NAVFAC is seeking to leverage best practices from various industry sectors that have demonstrated success in managing large, complex projects in similar environments.
MARKET LANDSCAPE FOR PACIFIC INFRASTRUCTURE DEVELOPMENT
The Department of War is conducting market research on the multi-tiered landscape of firms capable of executing major infrastructure and engineering programs in the Pacific Islands. This market includes:
This sources sought notice is issued to gauge the capabilities of firms across all tiers to lead and support major development programs in Yap, Palau, and Tinian, which require not only construction expertise but also sophisticated logistics planning and management, multi-project program management outside the United States, and stakeholder management.
REQUIREMENT
NAVFAC is seeking sources to provide a thorough analysis of the construction market and recommend a comprehensive set of contracting options. The analysis will assist with informing a comprehensive set of contracting options and a clear roadmap for implementation that complies with all applicable laws and regulations. The scope of the analysis should include, but is not limited to, the following:
REQUESTED INFORMATION: STATEMENT OF CAPABILITIES
Interested parties are requested to submit a Statement of Capabilities (SOC) that demonstrates the firm's ability to perform as a prime contractor for the efforts described. The SOC should not exceed 10 pages. Please include the following in your response:

Provide detailed descriptions of no more than three (3) major development programs your firm has managed within the last ten (10) years. These examples should demonstrate experience in leading, managing, and integrating multi-faceted infrastructure portfolios, particularly in remote or logistically challenging environments.

SUBMISSION INSTRUCTIONS

The subject line of the email should read: "Response to Sources Sought: Market Research and Analysis for Micronesia Construction." The capabilities statement should not exceed ten (10) pages.
