Description

Introduction



The Naval Air Systems Command (NAVAIR), PMA-226 Specialized and Proven Aircraft, Adversary Integrated Product Team (IPT), intends to solicit and award a sole source Firm Fixed Price (FFP) procurement of an updated Global Positioning System (GPS) Waypoint Sequence Building software program to replace the current program in use, which operates on Windows XP and has fallen into obsolescence. The GPS Waypoint Sequences are created in the software program, exported as a comma separated values (.CSV) file, transported to the aircraft with a Universal Serial Bus (USB) flash drive, and then uploaded to the cockpit display unit (CDU). Two (2) different CDU variants are used across F-5 aircraft. They are form-fit-function equivalents of one another, but they have different internal components and utilize different operating systems. A new GPS Waypoint Sequence Building software program will operate on a standalone (no internet connection) Windows 11 computer and export sequence data that is compatible with both versions of the CDU. That file will be transferred to the aircraft via a secured USB device. Non-Recurring Engineering (NRE) is anticipated to complete no more than six (6) weeks from the date of receipt of award. The anticipated total PoP is six (6) months from the date of receipt of award. The Government requires a software installation package for four (4) stand-alone windows 11 computers. Request for Quote (RFQ) Number N0042125Q0085 will be issued on a sole source basis with Battlespace Simulations Inc. under the authority implemented by Federal Acquisition Regulation (FAR) Part 6.



This notice of intent is not a request for competitive quotes. However, all responses to this notice of intent Must be received no later than 2 P.M. (EST) on 14 March 2025 to Shandra Schultz at shandra.g.schultz.civ@us.navy.mil.



A determination by the Government not to compete this proposed contract upon the response to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any additional information received.
