Solicitation Summary
The Town of Hebron, a Maryland municipality, located at 100 North Main Street, Hebron, MD 21830, is soliciting qualifications from Architect/Engineer (A&E) consultant teams to prepare a Preliminary Engineering Report (PER) to determine the feasibility of upgrading the Hebron Wastewater Treatment Plant (WWTP) to achieve Enhanced Nutrient Removal (ENR) limits of 3.0 mg/l Total Nitrogen (TN) and 0.3 mg/l Total Phosphorus (TP).
Considering the age and lack of upgrades of the Hebron WWTP and stringent discharge limits, the Commissioners of Hebron are interested in implementing an Enhanced Nutrient Removal (ENR) system. The Commissioners of Hebron are also interested in having the engineering company prepare a Preliminary Engineering Report (PER) to evaluate effective alternatives to meet the NPDES permit and ENR limits. This report will provide effective recommendations to the Commissioners of Hebron.

Scope of Work
The engineer:
Shall examine three years of actual flow records and influent and effluent data and shall make arrangements for additional testing and/or data collection if the existing information is inadequate.
Additional Instructions
​​​​​​ Proposals will be received at the offices of the Town of Hebron, 100 N Main Street, Hebron, MD 21830, until 2:00 p.m. on Monday, December 1, 2025. Proposals received after the time and date stated will not be accepted. Proposals received on time will be opened publicly on Wednesday, December 3, 2025, during the regular Commissioner meeting at 6:00 p.m. at Town of Hebron, 100 N. Main St., Hebron MD 21830. The technical proposals will be unsealed and the names of the offerers will be read aloud during the meeting. No evaluations will happen during the meeting. Submittals will subsequently be evaluated and a contract awarded to the successful firm at a later date.
