Description
The U.S. Department of Veterans Affairs, Network Contracting Office 20, in support of Veterans Affairs Portland Healthcare System (VAPORHCS), is currently requesting information to determine the existence of vendors capable of providing the requested services:
Sub-Acute Residential Detoxification Services

THIS IS NOT A REQUEST FOR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS.

Place of Performance: Vendor s SUD Facility in Portland, Oregon, and the immediate surrounding area.

Period of Performance: 01-01-2026 12-31-2026

The Contractor shall only accept Contract referrals from the VAPORHCS Substance Addiction Treatment Program and will not accept walk-in Veterans without a referral.

It is the intent of NCO 20 to award a one (1) year Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
Description of Services
Provide medically monitored, safe, effective, and comprehensive detoxification from alcohol and other drugs in a sub-acute residential setting, IAW the Performance Work Statement (PWS).

Qualifications
The contractor shall provide verification of professional credentials of each staff member through documentation of all Federal or State professional license(s) and/or certification(s) applicable to the provision of substance abuse disorders services
The contractor shall provide official verification of educational credentials from the academic institution awarding a professional degree to the contractor/designated staff.

The applicable North American Industry Classification System (NAICS) Code assigned is: 623220, Residential Mental Health and Substance Abuse Facilities. The small business size standard is $19.0 million.

This is a Sources Sought Notice for market research purposes only and does not obligate the Government in any way. A solicitation is anticipated but has not been issued.

Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this notice.
