This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 (effective 08/07/2025). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. This solicitation is a Request for Quotations, numbered as 140P8325Q0058. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with an associated small business size standard of $19M. This solicitation is for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor determined to be responsive and responsible. The Government will consider past performance in determining responsibility.

DESCRIPTION: National Park Service, Lassen Volcanic National Park (LAVO) has a requirement for the 1) removal of 214 roof mounted outdated solar panels, 2) supply of approximately half that quantity of newer technology solar panels capable of generating the equivalent, if not more energy for the immediate areas facilities, 3) installation of new panels and applicable componentry, and 4) export and responsible recycling of the 214 panels slated for removal in this solicitation. NOTE: This part only provides a brief summary of the project. Quoters shall refer to full details described in Attachment no. 3, Statement of Work.

PRE-QUOTE SITE VISIT. An organized site visit is scheduled to occur on Wednesday, August 27, 2025 at 11am Pacific Daylight Time. Interested parties shall send an RSVP by email to Phaedra Fuller, Contracting Officer, and Joe Pettegrew, Supervisor Facilities Operations Specialist, at Phaedra_Fuller@nps.gov and Joe_Pettegrew@nps.gov. Send RSVP no later than 3pm on Tuesday, August 26, 2025. Contracting Officer will not be able to attend so the site walk will be led by Joe. Interested parties will meet with Joe Pettegrew onsite at Park Headquarters: 38050 Highway 36E, Mineral, CA 96063. NOTE: The Mineral Headquarters Area is located at 38050 Highway 36 East, Mineral, CA 96063, approximately 1 mile west of the town of Mineral on Highway 36. Note that this site is outside of the Park boundary of Lassen Volcanic National Park. Mineral is a small mountain community with 90 noted outside of the Headquarters counted towards the total population. The town hosts a small store not considered sustainable for long durations and a restaurant, both with fluctuating hours. The nearest sustainable towns are Red Bluff approximately 42 miles to the west on Hwy 36 and Chester, roughly 32 miles to the east on Hwy. 36. Site map is included in Attachment 3.

PERIOD OF PERFORMANCE. Work is expected to be completed over a 4 month period once started. Should the work not be able to start prior to weather conditions of snow on the roofs, then contractor will have ability to delay starting until roofs are exposed, free from snow, in Spring/Summer 2026. The period of performance is 9/29/25 to 7/30/26, to allow for potential delayed start (seasonal shutdown period). However, if possible, contractor should try and schedule the work to start last week of September 2025 and proceed until weather prevents further progress (if possible). Communication with the Contracting Officer¿s Representative and the Contracting Officer will be critical. Quoters shall include their own projected schedule/period of performance in their quote.
