Description

This is a Notice of Intent to issue an award on the basis of other than full and open competition under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) in accordance with 41 U.S.C. 1901. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a firm-fixed price contract award to Environmental Resource Associates, Inc. located at 16341 Table Mountain Parkway, Golden, CO 80403-1826 in support of the Defense Centers for Public Health-Aberdeen (DCPH-A). The requirement is for the procurement of Environmental Proficiency Testing (PT) Samples and, upon DCPH-A analyzing those PT Samples, the provision of results deemed acceptable to ensure the adequacy of analyses performed by DCPH-A. The Proficiency Testing Samples will be for the following: Non-Drinking Water; Drinking Water; Soil/Hazardous Waste; Radiochemistry Water Supply and Radiochemistry Air Filter. These samples are necessary for the DCPH-A Laboratory Science (LAB) Directorate mission to provide analytical services for environmental samples in Department of Defense operating environments and military bases to ensure the safety and security of all who work there.



To maintain the DCPH-A LAB Directorate’s accreditation to the International Organization for Standardization (ISO) 17025:2017, General Requirements for the Competence of Testing and Calibration Laboratories standard and compliance to The National Environmental Laboratory Accreditation Committee (NELAC) Institute (TNI) Volume 1 Management and Technical Requirements for Laboratories Performing Environmental Analysis: 2016 standard, the LAB must purchase the PT samples. The PT Samples must be purchased from a Proficiency Testing provider that is ISO 17043 accredited and accredited by a Proficiency Testing Providing Accreditor that meets the TNI requirements for Volume 3: General Requirements for Environmental Proficiency Test Providers requirements. Environmental Research Associates, Inc. is the sole source for providing all the Proficiency Testing Samples being requested and that is an ISO 17043 accredited Proficiency Testing provider that meets the TNI’s Volume 3 requirements.



The North American Industry Classification System (NAICS) for this requirement is 541380 – Testing Laboratories and Services; and the Product and Service Code is Q301 – Reference Laboratory Testing.



This Notice of Intent is not a request for competitive proposals, and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit a capability statement sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government.



Submissions that request documentation, request additional information or that solely ask questions will be determined to not be an affirmative response. Responses determined to not be an affirmative response are not valid and no further action may be taken with the response.



A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement fulfills the synopsis requirements under FAR 5.102(a) and 5.203(a). If no written responses are received by the date below, which reflects at least fifteen (15) days after publication of this notice, the solicitation will be issued as a sole source without further notice. Contract award is anticipated to be made by 17 June 2025.
