Project Description: Sealed bids will be received by the North Huntingdon Township Municipal Authority, Westmoreland County, Commonwealth of Pennsylvania, for the following:
CONTRACT NO. 2025-05
BUILDING LATERAL SANITARY SEWER LINING PHASE 11
BID OPENING – Sealed bids shall be submitted online via the PennBid Program until 10:00 AM local time Monday, May 12, 2025 at which time all bids will become publicly available.
Equipment and Services to be provided shall be according to the specifications which are on file at the office of KLH ENGINEERS, INC., 5173 Campbells Run Road, Pittsburgh, Pennsylvania, 15205, and at the Municipal Authority Office.
All plans and specifications are available online at no cost at www.pennbid.net.
A certified bond payable to the North Huntingdon Township Municipal Authority or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications or any applicable statues of the Commonwealth of Pennsylvania or any applicable ordinances. No bid may be withdrawn for (60) sixty days after the scheduled closing time for receipt of bids.
Contractor shall submit prior to contract award an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.
Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, or nation origin.
This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory.
Notice is also hereby given that this project is regulated under Executive Order 11246 - Equal Employment Opportunity and related contract specifications apply. Or any updates that the current administration puts into place through the timeframe of this project.
Contractors should give the best effort to solicit proposals from Minority, Women and Section 3 Business Enterprises for potential subcontractors.
Notice is hereby given that all bidders must comply with Westmoreland County’s Section 3 Plan included in the bid documents when related. Section 3 is a provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. North Huntingdon Township Municipal Authority reserves the right to reject any or all bids or to waive any informalities in the bidding.
