Project Description: Sealed proposals will be received by Kenhorst Borough of Berks County, Pennsylvania, online via the PennBid™ Program, until 11:00 am, on May 13, 2025, and will be opened the same day at 1:00 p.m. for the following:
The work will consist of mill, overlay, and base repair of the following roads within the Borough: Fern Avenue from New Holland Road to Daniels Avenue, Hoover Avenue from Fern Avenue to Division Street, Fern Avenue from McArthur to South Kenhorst Boulevard, Kenhorst Boulevard from Haig Boulevard to Bellefonte Avenue, and Kenhorst Boulevard from Quentin Avenue to Fayette Avenue. The project will also consist of curb replacement and Handicap (ADA) ramp design-build where directed by the Borough.
Bidders must conform to the Pennsylvania Prevailing Wage Act since the estimated construction costs of the project exceed $100,000. Bidders must also conform to the General Conditions and detailed Specifications in the bid package including Special Conditions to Contract MS-944 (Attachment 1-A). The Municipal Representative at this time is Dwayne Hart, Public Works Director. Only questions submitted online via PennBid™ shall be considered. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the website via email. No responses will be provided for requests received after 2:00 pm on May 6, 2025.
Bids are anticipated to be publicly awarded at 7:00 PM on June 5, 2025 (local time), at the Kenhorst Borough Hall at 339 South Kenhorst Blvd., Kenhorst, PA 19607.
The bid must be accompanied by a Cashier’s Check, Certified Check, or Bid Bond in the amount of Ten Percent (10%) of the bid, made payable to Kenhorst Borough. Also required are a properly executed Bid Form, Non-Collusion Affidavit, and Contractor’s Qualification Statement. The successful bidder shall also be required to provide a Performance Bond in the amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of written notice of acceptance of the Bid. The Borough reserves the right to reject any or all proposals or to accept any portion of any bid, and to award Contracts as is deemed best for the Borough.
