Project Description: Sealed bids for construction of the Clean Energy House will be received online via the PennBid website by Pennsylvania College of Technology until 2:30 PM on Wednesday, 14 May 2025 at which time the bids will be opened electronically and shortly thereafter bid tabulation results will be publicly posted on the PennBid website. The Project consists of construction of a small occupancy, two-story, residential style, commercial “house” with basement used for training, education, certification and diagnostic testing purposes, with a one-story detached office building.
Bids will be received for a single prime contract. Bids shall be on a lump sum basis as indicated on the bid form. Bidding documents are available at no cost, via the PennBid website (https://pennbid.bonfirehub.com).
A non-mandatory, but highly encouraged, pre-bid meeting will be held at 10:00 AM on Wednesday, 30 April 2025. Prospective bidders will meet at the project site, located at 214 Park Street, Williamsport, PA.
The Bacon-Davis Wage Rates requirements are applicable to this bid.
Submit bids online via the PennBid website (https://pennbid.bonfirehub.com). Use the Pricing Section, Excel Bid Table on the website to submit your bid. Failure to use the bid table and upload it onto the PennBid website will result in disqualification of your bid.
Each bid shall be accompanied by a bid bond of an approved surety company, certified check, or cashier’s check in an amount of not less than ten percent (10%) of the amount of the proposal. Bond or check shall be drawn in favor of Pennsylvania College of Technology. A bidder who fails to execute and deliver the contract within 10 days after receiving notice of award, together with certificates of insurance and bond forms as required, shall forfeit to the owner, as liquidated damages for such failure, the security deposited with his bid. Bids may not be withdrawn for a period of 30 calendar days after the actual date of opening, except as may be provided by law.
The competency and responsibility of bidders will be considered in making awards. The College reserves the right to waive any informalities in bidding, reject any or all bids, or accept the bid deemed to be in the best interest of the College.
