Summary

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, December 11, 2025 at 11:30 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to solicit proposals to provide consultative services for the Newport News Police Department (NNPD) entrance selection and promotional processes. Services are to include creating the selection process, promotional exam, study guide, post-test review, and any associated reports. The Request for Proposals shall be the basis for establishing a term contract.

Background

The mission of the NNPD is to provide law enforcement and crime prevention services in partnership with the citizens, which restores and maintains a sense of security to the people and improves the overall quality of life in the community. The NNPD has the responsibility of maintaining the City's law enforcement obligations safely and securely. The number one goal is reducing crime and providing a safe environment for the citizens of Newport News.

The NNPD is an accredited agency of 469 sworn officers and 173 non-sworn staff, with an annual budget of approximately $74 million. The NNPD consists of four major bureaus and divisions: (1) Patrol Bureau, (2) Support Services Bureau, (3) Investigations Bureau, and (4) Administration Bureau.

The NNPD conducts two to three recruit classes per year, consisting of no more than 25-30 police recruits per class. Utilizing a continuous hiring process, the testing should be conducted on an as-requested basis from NNPD, usually two times per month. NNPD wants to hire police officers who will execute the mission of the Police Department utilizing a community policing philosophy. NNPD has established selection criteria which must be incorporated in the selection process. The psychological assessment (post-offer) needs to be included as part of the selection process and results documented for review by the Chief of Police.

Promotion to Master Police Officer (MPO) is a non-competitive process. If the candidates meet the time in grade, as well as specialty and performance requirements, the candidate participates in an assessment exercise. If he/she passes, the candidate is promoted to MPO. Approximately ten to twelve officers are promoted to MPO per year.

The NNPD conducts annual promotional processes for Sergeant and Lieutenant. Promotional processes for Captain and Assistant Chief are conducted as vacancies occur in those ranks. Promotional processes for Sergeant and Lieutenant should include a written exam, assessment exercises an evaluation method for job experience. Promotional processes for Captain and Assistant Chief may include a written exercise, assessment exercises, oral interview board(s), and evaluation method for job experience.
