Vision Zero Action Plan

The City of South San Francisco (City) is seeking proposals to develop a Vision Zero Action Plan. The purpose of this effort is to help the City achieve its adopted Vision Zero Policy which commits to eliminating all fatal and severe injury crashes in South San Francisco by 2025 (Resolution 40-2021). The Vision Zero Policy directs the City Manager and City staff to develop a Vision Zero Action Plan and to establish a Vision Zero Task Force to assist in the plan’s development and implementation.

The City of South San Francisco's Vision Zero Action Plan (“Plan”) will build upon and complement the recent and ongoing planning and engineering efforts to enhance safety on the South San Francisco street network. To create the plan, the City and selected consultant team will engage the community through thoughtful, context-sensitive engagement and outreach opportunities. Pairing the community input with data analysis, the plan will identify and prioritize improvements to the street network, implementing a Safe Systems Approach; initiate annual crash data evaluations; and establish effective education programs and communication campaigns. The objective of the Plan is to achieve the City’s Vision Zero goals and create a street network that is safe and comfortable for people of all ages and abilities.

The City already has a number of adopted plans, such as the 2040 General Plan, Local Road Safety Plan, and Active South City Bicycle and Pedestrian Master Plan, which identify a high-injury network and include recommendations for improvements to streets and intersections to create a safe and comfortable street network. Additionally, the City has initiated concept designs for streets east of Highway 101 and west of Highway 101. The City also has a number of transportation planning and engineering projects that are currently underway, such as the El Camino Real Mobility Plan, Bike Lanes for Boulevards, Safe Routes to School projects, Downtown and Old Town street lighting improvements, and the Traffic Signal Safety Improvement project. The City has also adopted a Racial & Social Equity Action Plan which includes recommended programs, policies, practices, and approaches to addressing racial and social inequities in South San Francisco.

Since we already have such a strong foundation of policies, plans, and concept designs, the City is looking for ideas and recommendations for a “next generation” Vision Zero Action Plan. The City is interested in best and emerging practices that foster safe streets for all, encompassing pedestrians, bicyclists, transit riders, motorists, truck drivers, families, children, older adults, and all community members, no matter their age, race, ethnicity, gender, income level, or mode.

The Vision Zero Action Plan will apply citywide and address the safety needs of all roadway users, including people walking, bicycling, using mobility devices, riding transit, driving, and operating commercial vehicles. The Plan will evaluate all public streets within South San Francisco’s jurisdiction and coordinate with Caltrans for state routes to ensure a comprehensive network-wide approach.

The City received an FHWA Safe Streets For All (SS4A) grant to fund this effort. Per the grant agreement, the Final Plan must be publicly available by April 2028. Therefore, the City is aiming to begin the planning process in early 2026.
