Summary

This RFP is intended to solicit proposals to furnish Owner’s Representative/Construction Management Services for the design and construction phases of the Orange Memorial Park Main Playground Replacement in the City of South San Francisco. The City intends to award this contract to qualified organizations based upon expertise, qualifications and costs.

Background

Located in San Mateo County, the City of South San Francisco proudly remains "The Industrial City," a reflection of its steel mill and ship building past, redefined to reflect the innovative, entrepreneurial, and industrious spirit which has made South San Francisco the Biotech Capital of the World, with 217 active biotech companies and growing. The City of South San Francisco is proud of its diversity with over 80% of households identifying as households of color and over 60% of households speaking a language other than English at home. South San Francisco enjoys a high quality of life with an extensive public parks system, active library and learning programming and a dynamic, engaged community making South San Francisco a great place to live, learn, work and play.

The existing Orange Memorial Park Main Playground was last renovated in 2011. As one of the most utilized playgrounds in South San Francisco the playground equipment and surfacing is approaching the end of it’s useful lifecycle and in need of replacement.

The City is seeking to replace the playground with modern state-of-the-art equipment with an all-inclusive design. Nestled adjacent to the Joseph A. Fernekes Building and the new Orange Memorial Park Aquatic Center, which is currently under construction and slated to open in 2026. The new playground will add to the list of Orange Memorial Park improvements completed in the last decade. The playground will be funded through a combination of Measure W Bond Sale proceeds and Park Impact Fees.

The City plans to engage the services of a construction manager for planning, design, bidding and construction management. With design intending to kick-off in early 2026 and involve a robust community engagement effort.
