Agency of Transportation website. The time of receiving and opening bids may be postponed due to emergencies or

Award of Contract - It is the intent of the Vermont Agency of Transportation to award the contract pursuant to an
acceptable and responsible low bid. The award of a contract is contingent upon FAA grant funding. If the contract is to be
awarded, it shall be made no later than September 30, 2026, unless otherwise specified herein.
LOCATION: TOWN OF HIGHGATE, FRANKLIN COUNTY STATE AIRPORT (FSO)
TYPE OF CONSTRUCTION: THIS PROJECT WILL ENCOMPASS THE RECONSTRUCTION AND REHABILITATION OF
WILDLIFE AND SECURITY FENCING. GENERAL SCOPE OF WORK ITEMS INCLUDE EROSION PREVENTION AND
SEDIMENT CONTROL, MAINTENANCE OF TRAFFIC, TREE CLEARING AND GRUBBING, DEMOLITION OF
EXISTING FENCE, AND INSTALLATION OF 8-FOOT CHAIN-LINK FENCE. THE PROJECT HAS BEEN DESIGNED IN
ACCORDANCE WITH THE CURRENT STANDARDS OUTLINED IN THE FAA ADVISORY CIRCULAR 150/5300-13B,
APPROVED AIRPORT LAYOUT PLAN (ALP), AND VERMONT ENVIRONMENTAL PERMITTING REQUIREMENTS.
CONTRACT COMPLETION DATE: This Contract shall be completed on or before July 31, 2027.
FAA GRANT APPROVAL: The Contract will be Awarded pending FAA Grant approval and the Contractor shall be
required to hold their Bid Prices until end of September 2026
BID BOND: Electronic bid bond to be submitted in the amount of 5% of the Contractor's bid.
ENGINEER's ESTIMATE: For this proposal the Engineer's Estimate is Category D.

QUESTIONS: During the advertisement period, all questions shall be addressed solely to the Office of Contract
Administration via email: AOT.ConstructionContractingInquiry@vermont.gov. All inquiries must be received by 4:30 PM
on Wednesday, April 8, 2026.
PREQUALIFICATION OF CONTRACTORS: All bidders on this project must hold both current annual Prequalification
with the Vermont Agency of Transportation through the "Contractor's Experience Questionnaire and Financial Statement"
and unconditioned project-specific approval through the "Standard Form - Request for Proposal" CA-82 form. These

STANDARD SPECIFICATIONS: The work to be performed under this Contract shall be in accordance with the 2024
Standard Specifications for Construction, as modified. The Standard Specifications are available on the Vermont Agency
of Transportation website.

NON-COLLUSION AFFIDAVIT: All bidders will be required to execute a sworn statement, certifying that the bidder has
not, either directly or indirectly, entered into any agreement, participated in any collusion, or otherwise taken any action in
restraint of free competitive bidding in connection with this Contract.

TITLE VI SOLICITATON NOTICE
The State of Vermont, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,
42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any
contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair

NOTICE TO PROCEED: It is expected that the Contractor will order all necessary equipment and materials associated
with the project as soon as the contract has been executed to avoid delays when the "Notice to Proceed" is issued.
BUY AMERICAN: The proposed development to be accomplished under this contract will be subject to the requirements
of the Buy American preference in accordance with 49 USC 50101.
FOREIGN TRADE RESTRICTION CLAUSE: This project is subject to the Foreign Trade Restriction Clause in
accordance with 49 CFR 30.
DAVIS-BACON WAGE REQUIREMENTS: Attention of bidders is called to the requirements as to conditions of
employment, the minimum wage rates to be paid under this contract and to procedures under the appropriate sections,
as amended, of the laws of the State of Vermont and the Federal Government including Davis-Bacon requirements as
defined in 2 CFR 200 Appendix II(D).
DEBARMENT AND SUSPENSION: The bidder's attention is directed to the Debarment and Suspension laws of the
State of Vermont and the Federal Government in accordance with 2 CFR part 180 (Subpart C), 2 CFR part 1200,
DOT Order 4200.5 DOT Suspension & Debarment Procedures & Ineligibility.
DRUG-FREE WORKPLACE REQUIREMENTS: The bidder's attention is directed to Drug-free Workplace
requirements as set forth in 49 CFR Part 32.
