RFP # C042225 Registry Software (EMS and Trauma)

The New York State Department of Health (Department) is announcing the release of Request for Proposals (RFP) # C042225 Registry Software (EMS and Trauma).

The Department is seeking competitive proposals from qualified bidders who are interested in providing a commercial off the shelf (COTS) software as a service (SaaS) web-hosted workflow application solution (“solution”) that must provide user-friendly means for the Department (central office and regional staff, Contractors, and regional partners) and its public customers to perform, manage, and integrate the daily workflow processes and data systems of the Department’s Division of State EMS. It is the Department’s intent to award one (1) contract from this procurement.

Minimum Qualifications

The Department will accept proposals from bidders with the following types and levels of experience as a prime contractor.

The Department will accept proposals from entities with:

• A minimum two (2) years’ experience:
• Creating and operating an enterprise-wide Management Information System for organizations containing two or more workflows, and
• A minimum of two (2) years of experience providing Software as a Service (SaaS)

Experience acquired concurrently is considered acceptable.

For the purposes of this RFP, a “prime contractor” is defined as one who has the contract with the owner of a project or job and has full responsibility for its completion. A prime contractor undertakes to perform a complete contract and may employ (and manage) one or more subcontractors to carry out specific parts of the contract.

Preferred Qualifications

In addition, the Department may give preference to a prime contractor that possesses:

• Two (2) years’ experience providing SaaS to Trauma industries that is consistently compliant with the National Trauma Data Bank;
• Two (2) years’ experience providing SaaS to the EMS industry that is compliant with National EMS Information System (NEMSIS) at a minimum of the 3.5.0 documentation standard (Attachment C) as a Compliant Software for State Systems and at the 3.5.1 documentation standard (Attachment D) as a Compliant Software for State Systems at the time of bid submission;
• Two (2) years’ experience handling a minimum of 40,000,000 NEMSIS or comparable records
