Purpose:



The purpose of this document is to formally provide information regarding the Transportation Security Administration (TSA) Air Cargo Screening Qualification Test (ASCQT) process for Original Equipment Manufacturers interested in listing their air cargo screening devices on the TSA Air Cargo Screening Technology List (ACSTL).



Background:



Air cargo that is transported on passenger aircraft in the United States must be screened commensurate to that of passenger checked baggage, as described in section 1602(a) of the 9/11 Act. As part of its regulatory responsibilities, TSA has established and maintains a qualification process whereby screening equipment is tested and evaluated to ensure it meets the rigorous standards mandated by the U.S. Congress. The TSA will place devices that successfully pass the qualification test activities onto the Air Cargo Screening Technology List (ACSTL) for regulated parties to use when purchasing or leasing air cargo screening equipment.



Key Updates:



This 10/04/2022 RFI update incorporates the following changes:



1) Delete Attachment titled “QG1 White Paper Instructions February 2021” and replace with Attachment titled “QG1_Appendix A_White Paper_2022”



2) Delete Attachment titled “QG2 White Paper Instructions February 2021” and replace with Attachment titled “QG2_Appendix A_White Paper_2022””



3) Delete Attachment titled “QG3 White Paper Instructions February 2021” and replace with Attachment titled “QG3_Appendix A_White Paper_2022”” and



4) Delete Attachment titled “QG4 White Paper Instructions February 2021” and replace with Attachment titled “QG4_Appendix A_White Paper_2022””



5) Delete Attachment titled “RFI Air Cargo Qual Process Guide 2020_4_8_UPDATED” and replace with Attachment titled “RFI Air Cargo Qual Process Guide_2022”
