Overview
The Seattle Public Library (“Library” or “Owner”) seeks to contract with a parking management firm (“Vendor” or “Operator”) to provide parking management services at the Central Library location in downtown Seattle. The services provided by the Operator will include, but are not limited to, the services described below:

Day-to-day garage operations for either staffed, semi-automated or fully automated services. Vendor staffing to be flexible enough to accommodate special events, sometimes on short notice.

Customer service.

Contracting for various services and administration of: security services for both semi and fully automated services and the following other services that include but are not limited to, parking equipment maintenance (including the physical equipment, the payment system and the technological systems required to operate both), signage, painting, lighting (re-lamping) and garage cleaning such as sweeping, degreasing, removing snow, water or debris from the facility.

Maintaining a reliable cellular internet connection to ensure functionality of the parking equipment and payment system.

Financial management, operation analysis and reporting.

Market surveys and parking rate recommendations
The Seattle Public Library’s Central Library is located at 1000 4

Ave Seattle, WA and offers a 143-stall parking garage. The Library seeks to contract with a qualified parking management company for operation and management of the Central Library’s parking garage.
Garage users include, but are not limited to: Library patrons, Library staff; and other commuting and transient drivers visiting the area. In this regard, the Operator shall:

Propose rate policies for transient, monthly, and early bird parking operations

The Library conducts regular rate reviews, although a review has not occurred since the onset of the COVID-19 pandemic. The Library intends to review and revise rates upon awarding of a new contract. The Operator will be asked to provide consultation with the Library regarding potential impacts of rate changes – said rates are ultimately set by the Library. Garage rates are set to encourage short-term parking and use of the garage by Library patrons and other visitors. Current rates are as follows:

Be accountable for all monies collected, maintaining records of daily activities.

Coordinate with Seattle Public Library’s Capital Finance & Interagency Relations Manager and Head of Facilities and Capital Improvement Program for issues related to the garage.

Coordinate with the Library Security for all security issues.

Develop and submit an annual budget for garage operating expenses.

Provide and deliver the following reports all in Excel format by no later than the 15
th
day of the following month.

Aged Receivable Report with an explanation of the reason for each amount outstanding for 30 days or more and the collection effort taken regarding the outstanding amount.

Operating Statement with a summary page showing, revenue from monthly parking, transient parking, validations and miscellaneous income; and expenses, by budget category. The statement shall include a daily revenue report and expense details to substantiate all expenses incurred in the operation of the facility.

Daily Transaction Report (for each month) showing transient parking detail for all vehicles during the month, including entrance time and date, exit time and date, ticket number, and rate charged, Report totals should reconcile to the daily revenue report from the Monthly Operating Statement and

Monthly Parker Report, listing all monthly parking accounts for the month and including customer number, parker name and key card number.

Early Bird Parker Report listing number of vehicles and total revenue collected for parkers eligible for this rate.

Coordinate with the Special Events to determine parking requirements, address concerns regarding parking and traffic impacts.

Monitor operations to evaluate and maintain work standards.

Maintain vehicle counts and control volume of vehicles entering parking garage to avoid overfills.
