The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the AH-64 MTADS/PNVS PBL requirement. This contract will provide non-personal services and logistics support for the MTADS/PNVS system.
The system is a propriety system developed by Lockheed Martin, and the Government does not possess the technical data package for this system. Therefore, this service is restricted to Lockheed Martin Corporation (LM), Cage Code 04939. The Statutory Authority permitting Other than Full and Open Competition for this action in U.S.C.2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) entitled “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.”
Period of Performance: The anticipated period of performance including option years is 60 months.
This acquisition is anticipated to be awarded in accordance with (IAW) Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation. The resulting contract is anticipated to be a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract with a 60 month period of performance.
This is a presolicitiaton notification, NOT a solicitation. No proposals shall be submitted as a result of this notice. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
